This paper evaluates the current condition of operations in the whitebait fishery in the Wadajima area in Tokushima Prefecture and discusses the problems that exist in the industry. The paper will also consider the possibility of collaboration and incorporation. As a result of this research, the whitebait processing department has suggested that collaboration has advantages such as cost reduction and elimination of long work hours. However, in many areas, even if collaboration is discussed, it may not be implemented. In the case of the Wadajima area, it would be realistic to start with a pattern of collaboration that takes into account the priority of problem solving. On the other hand, the simulation of incorporation showed that the cost reduction effect was not so significant.
