Surabaya Model: MSW Facility Modelling under Data Scarcity in Indonesia

Establishing municipal solid waste (MSW) strategies in Indonesia, like in other Southeast Asian Countries, is mostly hampered by data scarcity. Especially, in both locations of MSW facilities and the distances between the MSW transportation system’s starting points, such as transfer station (TS) or material recovery facility (MRF), to the endpoint (landfill). Both distance and point data are unavailable unless directly analyzed during the routing to the landfill. As a solution, the centroid, a center point of an object/area, was chosen as a different approach and a prior study on MSW management in Surabaya City, which offered a comprehensive analysis of relevant MSW facilities and the GIS spatial analysis to construct the transportation network, was chosen as a control data to validate the model development. The goal of this study is to establish the Surabaya Model to clarify the compatibility of centroid as the representation of MSW transportation starting points. Surabaya Model clarified that centroid shows 98% compatibility data to the MSW transportation system’s starting point which may be utilized in further studies with a geographical location correlation. This study offered a framework for examining MSW facilities in the context of data scarcity, which is prevalent in developing countries.
