In this paper, diagnosis model of the production control efficiency level of the plant and a study of selecting an efficient Scheme to achieve the efficiency level of benchmarking production base is proposed. The diagnosis model contains eight functional production control key indicators. The synthetic results of plant are figured by utilizing the theory and methodology of Data Envelopment Analysis. We propose AREA Theory which indicates Achievment Ratio Evaluation of the effected theoretical Area. It is based on the principle that improving the efficiency level in a shorter period contributes higher profitability. Benchmarking level is recognized as DEA equal to 1. The methodology to prioritize factors of the improvement to allocate limited resource is proposed as Weighted Preferential Efficient Ratio. The practical data of the global production bases has been applied to analyze efficiency level of the plant, effect of the improvement, by using the proposed methodology.
