In this paper, we propose a measurement system for foot plantar loading and toe deformation according to elevated heel height. The system is required for fundamental measurement for prevention of diabetic foot ulcer related to inappropriate shoes. The system contains base part that imitates a heel shoe, displacement sensors and 3-axis force sensors. We conducted experiment to measure the deformation of the toes and the force applied to the forefoot on 12 healthy adult males. The results showed that a heel shoe may generate excessive force on the ball of the foot, which is reported to be a factor in foot ulcers. There were also large pressures on the thumbs from the outside, which can cause hallux valgus.
