This research is to analyze the relations between local paper industry and regional development, based on the data derived from questionnaires. The conclusion can be summarized as follows : (1) Difference of sense between the producers and inhabitants. (2) Difference of sense among the inhabitants who live in certain areas. Therefor, it is important to understand sense of the inhabitant's regional development. The authors proposed action program of solution to the difference of inhabitants' sense. This program can be divided into two types, namely : (1) Relation of sense among the inhabitants and (2) Introducing a mutual understanding between the producers and inhabitants.
