Many local governments located in a mountainous area in Japan have been introducing a community bus or on demand shared-taxi for local residents to support their movement because of rapid depopulation, aging of the population, financial difficulty of local government and withdrawal of private bus companies. Thus, this research focused on Koito and Seiwa areas in Kimitsu city, Chiba which are located in the typical mountainous area that school consolidation are also planned, and then examined public transport approach under cooperating with local residents by focusing on operation of school bus and public transport based on “Social Capital” concept as an evaluation scale.
