    We have aimed to clarify the effect and the problem of mix enforcement of the land readjustment project and the urban redevelopment project as a technique of an urban update in local city. On the simultaneous enforcement, it is difficult to obtain right holder's consent because of ambiguity registration of right Conversion and mismatch with the principle of correspondence. On United Enforcement, the intensive replotting is stipulated in a law clearly on an exemption. However, out-migrant and the development method have not defined well. The municipality enforces the project by an original technique because of complex of legal system.

    In Shirakabe historic preservation district, the residents had suffered two disputes about high-rise building, so they need to discuss on community rule-making by their initiative. Following the previous paper for a community-visioning experience, the authors, in cooperation with a resident-group, has studied applicative rules, formed a draft of specific community rules, and asked their opinion for each item of the drafted rules to all of the residents by questionnaire survey. This paper reports the outline of our experience and explore suitable rules for the district through the analysis.

    The vagueness among evaluating public welfare facilities was a crucial issue in planning and administrating facilities. By using hedonic approach, we have succeeded to measure public value from land price. From this result, the tendency toward value of facilities was demonstrated. This leads to the fact that the administration should invest funds where collects many spectators, and software to gather them must be developed.

    Population of Muroran city has been decreased since 1967. This study firstly reproduced actual water supply and demand during 1960 to 2006. Water demand of life per day increased 7,733 cubic meters in 1960 into 18,217 in 2006. Water demand of life per capita increased 49 liters in 1960 into 186 liters in 2006. The study secondly estimated detail of water demand of life. Muroran has three water purification plants. The study thirdly makes effects of Chiribetsu stopping water supply in 2007 clear. The sufficient capacity of Chitose recoveries the reduction of water supply by the pause of Chiribetsu.

    The increase of vacant houses is becoming a serious problems in preservation districts for groups of historical buildings, especially in small cities.
    In such a situation, the practice of renovating vacant houses by “Entrusted Management System” in Yame-Fukushima Preservation District for groups of historical of buildings is examined. This paper describes the process and the contents of the system through a case study of the first trial in order to get suggestions for addressing the above problem.

    Since 1990s, Maul-Mandulgi has been carried out for living environment improvement and community regeneration in Korea. Maul-Mandulgi is a new type of community activity of which theme is developing community environment together with citizen's organizations or community experts as well as local people. The purpose of this paper is to analyze active development factor and tasks of Maul-Mandulgi at three business area in Korea. The following results were obtained: The main active development factors are regeneration of public space or street place, and revitalization of business area. There are two types of development process; local people proposal type and public works cooperation type. However, this process remains second question; participation system and activity supporting system.

    The aims of this study are twofold: first it analyses the issues and problems concerned with a film commission, an organization which supports film making, in relation to its contribution to regional regeneration; second it offers some suggestions to the directions the film commission should take. A film commission is an NPO participated by local authorities for the purpose of revitalizing local economy and others. The commissions have demonstrated many contributions to regional regeneration, while the levels of the organization are varied because of their history and their principles, which has come to bear some problems. Therefore, the study clarifies the issues and problems concerned with the film commission, and offers some suggestions for the future.

    The purpose of this study is to carry out bench marking survey of facility operational expense and to clarify the gap between the university types, scale, and positioning of expenses per square meter, in order to introduce facility management in universities. It analyzed to 14 national and private universities of Chubu district, and 7 ex-imperial universities by investigating operational expense, which consists of maintenance and energy expense. As a result, it turned out that there is a remarkable difference how to spend expense between national university and private university.

    This study examines the role of information about houses and specialists at buying residential properties in England. In England, anybody can deal with letting, selling and buying property and can manage property. It is not necessary to gain any qualifications to deal with real estate properties. But there are solicitors and surveyors who give expert opinions on real estate for building surveys, building inspections or valuations. And then, buyer can get much information about a house or a flat which he or she wants to buy without anxiety and with economy cost before buying it. It is important for home buyers to get information about home and living environment of his own accord anytime.

    There is old The Tokyo Marine and Fire Insurance Ltd. Yokohama liaison office Building in Naka Ward, Yokohama City. This building was built in 1935. The septic tank from at first that is equipment survives in this building. It turned out that the designer of this building was Masujiro KINOSHITA. In this paper, this septic tank is compared to historical documents and the law. It can be said the paper become valuable as the report of the example of the septic tank that person who was related to enactment of law designed.

    Recently, the importance of public spaces has been pointed from the view of establishing the character of the area. In Otaru, some parks planed in Meiji and the beginnig of Syowa era are functioning as central park, forest park, green belt and so on. It is important to reveal the history of these park, because the changing of the roles of these parks had present the transition of their functions in urban structure. This paper, thus, explores planning processes of Otaru park, Temiya park and Hiraiso park, that are originally planed in Meiji and the beginning of Syowa era.

    In conservation and renovation of historical buildings, it is hoped that exterior is conserved by original materials, not be easy restored by new materials, because exterior materials are important factors for historicality, landscape and authenticity.
    This report presents conservation methods through the case of main building of Yokohama Customhouse in order to support conservation and renovation of exterior materials in historical RC buildings in the early Showa period.

    This paper presents the development of the Tsunami experimental device for education of earthquake disaster prevention. First, the process of development, especially trial making process of various devices is introduced. Next, the outline and the feature of this device are explained. Finally, an example of operating this device is shown. Up to now, there has been no device like this. That is, easy to carry, operate, and able to perform experiment by looking at the wave in the device. It is expected that everyone can easily learn scariness and the essence of the Tsunami with this teaching material.

    It's important to research the past earthquake damage and to make clear its spatial distribution as a basic information to consider the regional disaster prevention problems. In this study, damage distribution of Akita Senboku Earthquake in 1914 was gathered by surveying reconnaissance report and newspaper articles at that time. The region where houses were damaged spreads to 30 km away from the epicenter. Heavy damage of houses are found on the lowland along the Omonogawa river and the central part of Yokote basin. Also, landslide distribution is mainly found in the mountain of the west side of epicenter.

    We have developed the system to collect disaster information quickly and effectively and executed three experiments. The system can collect the fire damage and the building damage from a high altitude with a laser range finder.
    This system has the following features: 1)The system can measure the position of the damage place from a high altitude. 2)Investigator's safety can be secured from a fire and the secondary disaster. 3)Damage information at large areas can be collected at short time. 4)It is possible to use it from motorcycle, car, and helicopter.
    We applied the system to three experiments, and confirmed its validity and effectiveness.

    Followings are the results from this study,
    1) The most rudimentary thing of wooden construction is to identify the feature of timber. The basic idea of wooden architecture is persistently framework and flexible structure.
    2) The majority of master carpenters disbelieves building standard laws, and sees some problems with conventional method of construction, esp.; foundation and sill, joints.
    3) The durable period of traditional wooden building is longer than conventional, accounting for 106 years. Furthermore the leveling construction cost is lower.
