In recent years, many companies in Japan have made various efforts to achieve the
Sustainable Development Goals. However, as social issues have become more diverse, it
is very difficult for companies to solve them alone. Social innovation research and CSV
research point out the importance of cooperation among various stakeholders, such as
companies, government, and the third sector, in order to solve social issues, as well as
the importance of maintaining and sustaining such cooperative relationships. On the
other hand, approaches to individual stakeholders do not have the influence to produce
significant changes that solve social issues. This study focuses on Foucault's concept
of“dispositif de sécurité”, which discusses a new governance theory of population,
and suggests a new management approach to engage and retain stakeholders in social
projects by guiding the interests of diverse actors.
