公共職業能力開発施設は人材育成機関の一つとして国と都道府県とで全国に約260の施設が設置されているが，近年では,地域産業への人材供給や地域産業の維持・発展に一定の役割を果たしているものの，訓練規模は総体的に減少傾向にある．本稿の問題意識は，離職者訓練及び在職者訓練を中心に訓練実施規模が減少傾向になっている要因として都道府県において訓練実施規模の訓練格差が生じているのではないか，訓練格差が生じていればその訓練規模に影響を及ぼしている要因は何かについて検証し，考察を加えることとする．

In Japanese career education psychological viewpoint plays so important role from the elementary school to the senior high school. There is a wide belief that viewing inner self will have students find their interests and they will confirm their motivation to get jobs across the adult lifespan. But increasing number of freeters tells us just psychological approach isn`t enough. In U.K, with disappearance of traditional labour works, some researchers found that working class boys restructured subcultural context where they live. In Japan Shintani（2002）found a street dance group who couldn’t adopt their schools hoped that they stayed local relationship culture. Such studies indicates it is necessary for us not only psychology but also multiple viewpoints.

Corona discharge air ionizers have been used to neutralize the static electricity charged on the electronic devices in inspection process. The neutralization characteristics, that is the neutralizing current density ( J_W ) and the electric field ( E_W) at work area depend on the operation conditions. The emitter voltage is one of the most important operating conditions of the corona discharge air ionizer. The effect of emitter voltage on the neutralization characteristics were investigated in a mini-environment in which laminar air flow of 0.3 m/s exists. The air ionizer was operated by a square-wave alternating voltage ranging from 12 to 18 kV_PP. The neutralizing current density ( J_W) increased with increasing the emitter voltage. However, the electric field ( E_W) acting as a noise in inspection process also increased with increasing the emitter voltage. The ratio of neutralizing current to electric field ( J_W / E_W) increased and showed saturation tendency with increasing the emitter voltage.

The seminar was planned for the new employees who are working in the field of electronics and/or information technology. An instruction that is similar to dialogue instruction system is adopted to grasp the level of comprehension of the students, because there is great variability among knowledge of the new employees in their specialized field. At the beginning of each class, a questionnaire is conducted so that the instructor can ascertain the initial knowledge of the students. A comprehension test is conducted at the end of each class to grasp the understanding of the students. By using above instruction method, instructor can conduct class with checking the latest comprehension level of the students. Furthermore, final comprehension test and questionnaire are carried out at the last part of the seminar to confirm the effect of a series of training. A supplementary instruction is prepared for the students with poor understanding.
