先ずITS世界三極の状況とマーケットの概要に触れる。日本のITSはカーナビと交通インフラを通信で結ぶという技術がVICSとして世界をリードしてきた現状、そして、ここ1,2年でサービスを開始したETC, 緊急通報サービスシステムについて紹介する。次に、欧州ではGSMネットワークと車載機を結合したテレマティックス市場が広がりつつある現状、米国では業務用ITS重点から、インフラ整備とデータ収集、そしてインターネット配信に力を入れる方向へ変わりつつある現状について述べる。最後に、今後の日本のITS事業加速に向けて、ブロードバンド無線通信と複数の通信メディアを利用した、統合型情報通信車載端末アーキテクチャについて予測し、情報通信の重要性を述べる。

Establishing technical standards are becoming important, especially in the field of information technology and electronic products. Standards are efficient from both the fabricators' and consumers' viewpoints when they are utilized under certain rules. However action beyond some point would cause problem of unfair competition. This paper discusses on the limit of effective use of such standards and how it can coexist, especially if patented technology is a part of standards.

To industrialize the own country, the developments of new exporting goods is necessary to obta in foreign money for importing new technology is necessary. The new products must have their technological background upon their indigenous, traditional knowledges. We researched the domestic patent and design applications for the purpose and obtained much more fruitful data for their situations of technology, ie, geographical, technological distributions and political problems.
