Based on our surveys in COVID-19 pandemic, changes in water demand structure in Osaka City were
identified, i) the water demand for domestic increased and the demand for city activities decreased ii) the water
demand by diurnal time zone changed with lifestyle shift, concretely the demand in the morning and night decreased
and in the evening increased. Above all, changes in water demand for domestic and city activities were highly
correlated with changes in the water usage at Umeda station which is one of the main station in Osaka city. It could
be assumed that changes in water demand structure reflected people’s behaviour changes and be used as an
indicator of these changes. Finally, when the impact to the water demand and revenues according to the
establishment of lifestyles was estimated, further decreases could be expected in addition to their decrease trend
over time.
