  • Through Japanese technical cooperation for Brazil

    In this study, I focus on the land use control method by land use planning stage focused on sediment disaster risk to make a master plan for city planning and city expansion plan in Brazil that it was built through technical cooperation of Japan. I aim to clarify the features and problems of the method. And, through this technical cooperation, it is aimed to obtain suggestions on effective measures for future technical cooperation of Japan. Results shows the following: (1) the land use control method by land use planning stage focused on sediment disaster risk has several merits and high versatility was clarified; (2) through evaluation of the disaster prevention project and urban planning manual including its method by the municipal government, several problems to be solved for these ensure effectiveness and enhance content was revealed; (3) upon implementation of technical cooperation, the matter to be addressed by Japan was clarified.

  • Achievement situation corresponding to construction purpose in National Comprehensive Development Plan

    One or two years after the development of the transportation infrastructure, it will be a topic in the media whether the initial demand forecast was correct or not. However, because the effects of infrastructure improvement are realized through social change, it takes a very long time for appropriate assessment to be possible. In the series of Comprehensive National Development Plans, Shikoku was considered as one of the development target areas, and Honshu-Shikoku Bridges were developed for the purpose of overcoming the geographical obstacle of the Seto Inland Sea. More than 30 years have passed since Seto Ohashi Bridge was opened in 1988, also more than 20 years have passed since the opening of other routes, and it is now time to be able to perform an appropriate ex-post evaluation. Therefore, in this study, it was analyzed the long-term trends of population and gross prefecture product in four areas of San-in, San-yo, Seto-inside of Shikoku, and the Pacific side of Shikoku. After removing national trends from annual data of population and gross prefecture product, and removing the influence of regional population size and economic size, the essential ups and downs of the indicator were clarified. As a result, it was found that the population decline tendency of the Shikoku region had been relieved after route decision of Honshu-Shikoku Bridges. Furthermore, it was found that the population decline tended to be smaller than the Chugoku region after the bridges open. After the opening of the Seto Ohashi Bridge, the trend of gross prefecture product in Shikoku has got out of the long-term declining trend. The trend of gross prefecture product in Shikoku has shown the same or favorable tendency compared with the trend of the whole country. However, the gross prefecture product in Shikoku has been restricted by the nationwide stagnation since around 1992. This may be one of the causes of the continuous population diminishment in Shikoku.

    The purpose of this paper is to propose a highly acceptable “hypothesis” for community-university co-creation through university-led social development model. First, we will conduct a literature review on historical approaches to the co-creation of community and universities in Europe and the United States of America for analyzing the structure of the role that universities should play for the development of society. Based on the review, the authors develop a comparison study with Japanese universities. Then, the authors present a three-step analytical framework of community-university co-creation for evaluating community-university communication level. Finally, the authors will present the “hypothesis” of multi-directional co-creation dialogues necessary for the university to be the anchor for promoting industrial and social innovation in the knowledge-based society.

  • A case of walking-around-learning to follow Shiki Masaoka’s “Sansakusyu”

    Because of rapid globalization, there have been increasing numbers of attempts in school education system to tackle with difficulties in upholding and inheriting local traditions and culture. In this study, we aim to explore the ways of learning local culture through the existing educational theories and by developing an educational program for motivating school children to learn the local culture. Based on Saeki’s theory, which regards learning as participating in authentic cultural practices, we figure out that such a learning can be considered as a performative act through which the culture is socially endowed with authenticity. Additionally, we developed a walk-around program based on Shiki Masaoka’s “Sansakusyu,” a cultural heritage of Matsuyama City in Ehime Prefecture, and explored how children learned through this program. As a result, we found that the children had a tendency to understand the townscape from a new viewpoint of experience of behaving “as if” they were Shiki. We also found that they had an increased tendency to feel the attachment to and pride in Shiki as well as in the town that fostered his haiku culture. In addition, we found that the children continued this kind of cultural practice independently even after the program ended. Finally, on the basis of these results, we discuss a basic structure of learning the local culture.

    The referendum and the subsequent local government election of the government plan called “Osaka Metropolis plan” were held in Osaka City back in 2015. The event has a significant influence on city planning and civilengineering, hence we have investigated via web survey to examine whether the voters have understood the influences of the Osaka Metropolis plan on the society before they made their voting decision. As a result, the survey suggested that the voters who do not understand the influence of the Osaka Metropolis plan on the society voted a ballot in favor of the proposal than the voters who understand properly the influence of Osaka Metropolis plan on the society. In addition, the former showed tendency of liking candidate's entertainment mood and his ability to implement the reform.

    This research is a qualitative research that dealt with the case of support for school completion strategies in high school in the United States. In Japan, where issues related to academic achievement disparities, advancement opportunities, and societal status disparities among families are taken up in the educational psychology, surveys were conducted in order to obtain suggestions on high schools and special training schools where it is difficult to complete schools. In the United States, there is a marked disparity between ethnicity and social status. Minorities have experienced many difficulties in completing high school students’ studies. However, at the same time, the federal government's policy is also in progress. As a result of the survey, it is critical that were obtained two points. The first is collaboration with external specialized agencies that guarantee school completion in high school. The Board of Education will be at the center of the school completion and completion of university preparation course work, and will be organized including external specialized institutions. The response to the problem is not limited to the school organization, but is utilizing the functions of an external specialized organization such as a research institute or NPO in the area (school district). The second is the placement of tutors and mentors by external specialized agencies and the manualization of their work. As one of its features, the interference with students is that the purpose is clearly theorized, such as support for school completion, or support for university preparation, not dropout prevention. The other is that what the tutor or mentor uses as an indicator and what kind of support they will work on for the purpose is manualized in detail.

    This study focuses on the effect of gentrification caused by redevelopment. We consider that the achievement of redevelopment should be evaluated from the aspect of gentrification. This study picks up the “Abeno redevelopment project” as a case study to evaluate the effect of gentrification. Concretely, this study focuses on the inside and outside of the Abeno redevelopment project and evaluates the effect of gentrification by the 3 index including: population, labour and housing supply. Besides, the verification conducted by this study mainly using the data of national census of past 20 years in the scale of town and area.

    Given the recent increase in tourism to Ishigaki Island, it has become increasingly important to maintain a balance between economic, environmental and social concerns in order to ensure sustainable development. However, it is difficult to capture the feature of local community and reflect it on plans. It has been found that part of characteristics of local community is represented by spatial perception. The purpose of this paper is to clarify how people of Ishigaki Island perceive their local area, in particular living spaces, especially focusing on their perception of the boundaries and centers of their villages, which are considered the basic elements of spatial perception. As villages on Ishigaki Island have various characteristics, we selected 7 villages with different features from approximately 40 villages in existence and considered how factors such as history, major means of livelihood or community events influenced spatial perception. As a result, we identified two key phenomena: (1) The elements which effect spatial perception of an area can be classified into 5 types (topography, residential area, land usage, religion and the relationship with surrounding villages). (2) People tend to recognize the place where residents gather or manage community events as the center of their village.
