This paper examines the current status of R&D evaluation, through an overview of the time-lined changes in R&D evaluation systems. In Japan, according to the increase in national R&D investment since the mid-1990s, funding system and evaluation system have been changed simultaneously. Such changes reflect a worldwide movement of research management. However, we should not dismiss the inconsistent status of the current multi-level evaluation systems. Also it should be focused that evaluation criteria become to include not only academic quality but also economic and social impacts. At present, there is a need for discussion about the functions of research evaluation: how to connect research activities to social requests, how to apply research activities to social issues, and how current evaluation systems affect research activities. To answer these questions, forming a bridge between STS and researches of Science & Technology Policy should be considered.
