This paper is primarily concerned with the renewal process of housing and housing sites in the urban residential areas. The areas surveyed are apparently considered to have desirable environments, but the urban renewal plans now under way have come to raise possibilities that may deteriorate the housing conditions there. The purpose of this study is to find the main factors involved in such urban renewal process. The researches on which this paper is based were conducted in Meguro and Setagaya Wards, which are typical of urban housing areas in Tokyo, and cover the periods 1962-1971 and 1969-1974 respectively. The findings obtained may be summarized as follows : (1) Housing reconstruction and land subdivision are the two factors that can be witnessed on an extensive scale in the areas surveyed. (2) The subdivision of housing sites and the increase in the number of apartment buildings in the areas covered have combined to deteriorate the housing conditions there. (3) The inhabitants in the areas concerned have shown a negative attitude toward the projected changes of environment.
