Rural communities in which population have been rapidly declining have faced important problems to keep life support services for local people and to reorganize the local communities for that. “Regional Management Organization” is attracting a great deal of attention as a new approach to these problems of rural communities. Shizukuishi town in Iwate prefecture started an attempt to establish “Regional Management Organization” in 2015. The methods of Shizukuishi town are, 1) to set the community meetings in 4 elementary school districts as an early stage of “Regional Management Organization”, 2) to make a community development plan of each district in the community meetings and practice the projects in the plan by local people themselves, 3) to post staffs to support the community meetings and practice, In this study, we evaluated the methods of Shizukuishi and made certain of the effectiveness and the issues of the methods.
