A new type of Square Lattice Photonic Crystal Fiber (SL PCF) is proposed with a filled ethanol elliptical air-holes around the core and to control the chromatic dispersion a circular air-holes with small diameters are inserted in the third ring in the cladding area. The core diameter is designed as dc=2*Λ-d, where Λ is the pitch and d diameter of the air-holes. After simulations, we obtained a negative chromatic dispersion low as -0.09764 ps/Km. nm at a wavelength of 1.3 µm and the confinement loss is also low as 2.8x10-7 dB/m at a wavelength of 1.55 µm. The FDTD (Finite Difference Time Domain) method is used as the simulation method.
