The present study aims to compare the science teaching and learning in Japan and the Philippines. Results showed that the lesson plan based on curriculum standards is a requirement in both countries. Each science teacher in Japan and the Philippines created instructional materials (IM) to make science teaching fun and exciting. The scarcity of science facilities and equipment is one of common perennial problems in the Philippines. In Japan, up-to-date IM is used in laboratory activities, and many Japanese science teachers are creating innovations. Japan has no specific guidelines for the grading system, while Filipino students are graded base on the standard. All science teachers in Japan and the Philippines must take licensure before allowing them to teach at any grade level. Both countries have positive and negative points in the implementation of science pedagogy. Learning from each other's best practices will help to develop science education.
