This paper considers the intergovernmental relationships on telecommunications policy in the U.S. and EU with a case of universal service system. I would like to examine the federal preemption of state universal service regulations comparing with the EU member states and European Commission. In conclusions, the federal preemption of state universal service regulations is quite limited so that if the European Comission will establish the European "FCC" replaced by the ERG, they may need to admit National Regulatory Agencies more flexibility in policy-making.

This paper aims to analyze the interdependent relationships among ICT manufacturing industries in the East Asian region, using Asian international input-output tables. We examine the forward linkage effect and backward linkage effect of ICT manufacturing industries among countries and industrial sectors, respectively. The empirical results show the different interdependent structures among industries and countries.

In 2000 the launch of Mobile-Internet in Korea and Japan was the first of the world. Now diffusion of Mobile-Internet is 80% in Japan nothing but be less than 50% in Korea. Our study purposes a hypothesis that the industrial structure has an impact on innovation of the mobile internet. In detail, we suggest three factors "open competition", "stable platform" and "the control of business strategy". Above three points we test through some conditions that specification of handset, authentication of content site and the relationship career and handset maker and so on.

In this paper we explore the development of the learning environment of Japanese as a foreign language in a small European country with its own language, and suggest a method of improving it. We took the Republic of Slovenia, an EU member state with a population of approximately 2 million, as an example. Not only is the number of Japanologists in Slovenia quite small, the small number of purchasers drives the book prices up so publishing Japanese learning materials faces many difficulties. We set up a plan for improving the Japanese language learning environment by establishing an information system.

This paper shows that information society has become a kind of game and the private < I >'s sphere is lost in this society. Recently, we can see information society has acquired more and more digital structure and has gradually developed characteristics of game. The one of the main characters of game is formalization of its elements. Therefore, the elements of game can be replaced with other elements. At present, "I" as a player of the game can be easily replaced in this society. Then we must distinguish irreplaceable < I > from replaceable "I". We should respect < I > in a way that is different from the way we operate "I" in the society as game.

This research is about a community formation in region SNS. I did the investigation analysis in 220 regions SNS that existed within the country. In addition, the comparison analysis in region SNS was done as a regional community of SNS "mixi" of a maximum scale. As a result, more small-scale than "mixi", the amount of the remark and a speaker little became clear in region SNS. I want to expect that region SNS is used as activation of a regional community.

The rural area faces to collapse the social infrastructure such as a medical treatment and education by depopulation, which is as the most serious problem as ever. We can see the interregional exchange program between rural and urban as one of the popular solution for depopulation all over the country. Thus our goal is to seek for the best method by ICT to support the exchange program. We tried to store a variety of opinion and information in virtual community from rural and urban so as to find the best solutions for depopulation. And we discussed the effect of virtual community. As a result, we concluded that the virtual community on the Internet is effective tool for active exchanges.

This paper illustrates how family members construct their family relationships and family environments with mobile media, especially cellar phones. In order to get coherent and precise contextual data embedded in the day to day domestic family relationships, data has been collected by using in-depth ethnographic methods such as semi-structured interviews, field observations in the informants' homes and communication diaries. As a result, it was examined that people are getting their family identities such as a father or a mother with the relationships of outer personal communities.

Mira project is a literacy through photography program focused on the positive effects that children can gain through visual stimulation. It encourages children to develop the ability to express and understand their complex visual life. Its commitment is to help children to recognize the worth of their own visions, paying stronger attention on children way of seeing the daily visual images that surround them.
The project is divided in three phases: 1) "Visual images in my life", images would be "read as texts" just as, through the use of imagination, texts can be read as images. 2) "I wanna take a photo", children's verbal and written communicational skills will be sharpened; they will be able to express better their ideas and feelings. 3) "Digitalizing me", children will be skillful creators and producers of web messages, through the use of a web site, children will be able to analyze and comment about other children's works.

In many of online communities like BBS, the members anonymously communicate with each other. Such anonymous communications cause "deindividuation." According to the SIDE model of social psychology, deindividuation has the effects on the individual inclination to conform to group norms. This paper shows how deindividuation affects the order of online community in terms of not individual psychology, but the structural processes of the social systems. This paper is based on the research of the two internet BBS. In this research, the discourse analysis is used which is based on the automatic coding by computer like text mining.

This study analizes users' behavior of choosing anonymity on the Internet. When the Internet users post their opinions/comments on bulletin boards of the Internet, they choose the extent how much they expose their own and real identity such as name, age and sex. The result of the servey shows that users' behavior can be interpreted as a rational one since they seem to balance between merits and demerits they may get through posting to the bulletin board. Our research enhances information systems used in virtual team management with intelligent and adaptive automated searches to support information creation. Based on a domain knowledge base and mapping rules, our information management system creates user and project ontologies. It analyses each user's behavior and contribution, continuously updating the ontologies, based on which it performs automated searches and connects the virtual team members in a virtual network of competences. The algorithm creates and updates the ontologies then performs the automated searches taking into consideration semantic connections between users and projects.

In order to assure information security on IP networks, this paper proposes to introduce a qualifying system for use of the networks, as the social system with which the use can be officially controlled according to required information security levels. Analogizing from transportation traffic system, the paper discusses some licenses and certifications which are issued to users based on security level checks. Gateways at the edge of the IP networks inspect the licenses and certifications and manage the transmission. The paper further describes image of IP network to achieve the proposal. In the end, the paper describes effectiveness of the introduction of the qualifying system and items to be studied in the future.

By formulating the plural definition of information in terms of the "formulas" of Symbolic logic, we obtained the following results.
1. We re-confirmed the fact that the changes of information through transformation-wares become understandable only after the use of the plural definition, and we provided the ground for this fact in symbolic logic.
2. We have succeeded in expressing information, information process, and transformation -ware by using the "external propositions" formulated by the symbolic expressions of formal logic.
While doing this, we also showed how the information processing of information in the real world are captured in stages, if we deal with the processes of plural definition in cumulative as well as success ways.
