    We produced the "Tokyo Olympics Archive 1964~2020," which create a “flow” of historical materials of the 1964 Olympic Games those are "stocked" in society. By using digital earth to superimpose the past and present landscapes, data that had been "stocked" and solidified like disparate particles are linked together to form a "flow" that flows as one, like a liquid. The "flow" generated through a variety of devices causes the emergence of lively communication and increases the value of information. As a result, the Olympics 56 years ago and one year later can be combined into a single stream, creating a momentum for "inheritance," where the past can be learned and utilized in the future.

    This paper summarizes the needs and challenges of networking with related institutions in terms of the characteristics of sports-related materials, and views the role of the Prince Chichibu Memorial Sports Museum in this area. Huge amount of sports-related material needs to be structurally archived. However, sports museums do not have professional staff, such as curators, and their infrastructure for collection and preservation activities is weak. One countermeasure which the Japan Sports Agency is considering is a shared database of sports materials. By using this to catalogue with common metadata and organize the stories of sports-related materials, we can expect new discoveries from sports-related materials. There is an urgent need for the Prince Chichibu Memorial Sports Museum to play the role of a national center through such a network.

    Recent years have seen growing interest in sports digital archives (SDA). This paper examines the significance of SDA and their potential for education through sport. The importance of digital archiving of historical and cultural materials related to sport has not been well understood. Multidimensional records and data related to human body and performance can also be included in the SDA content. Effective SDA use may provide a new challenge for education through sport to relive, share and pass on historical physical experiences from different eras and societies.

    Relations between universities and sports can be broadly divided into three areas, teaching activities, research activities and extracurricular activities. This paper discusses the possibility of digital archives related to sports in physical education and extracurricular activities. Universities have made a significant contribution to the prevalence and development of sports in Japan. They should continue to contribute to the development of sports in terms of education, research and social contribution. The sports digital archive will lead to the preservation, succession and development of sports culture. However, current college sports do not have mechanisms to record, preserve and inherit their activities. It is hoped that the development of a sports digital archive will raise awareness of archiving among those involved in university sports, and develop university sports further.

    This article provides an overview of the status of the legislation on digital archives in Japan. It provides an overview of legal archival institutions stipulated by the Public Records Management Act, the Public Archives Act, the National Diet Library Act, the Library Act, the Museum Act, and other related laws and regulations, categorized from the viewpoint of the Copyright Act.

    We often talk about, watch and enjoy sports, particularly, the Olympic and Paralympic games. Sports digital archives have a huge potential to promote sports in many contexts such as research and education. As for digital archives in the cultural and historic domains, it is necessary for us to have a broad view of the domain to build sports digital archives, from tangible to intangible resources and from digitized to born-digital resources including databases. This article aims to discuss issues required for the next steps of development of sports digital archives based on discussions at an advisory group for a study project on the framework of sports digital archives by the Agency for Sports.

    Based on the "Sports Digital Archive Frameworkt" of the Sports Agency, Toppan Printing has collaborated with seven organizations that hold sports-related materials since fiscal year 2017 up to 2019, and has released a virtual environment, "public demonstration platform" to demonstrate and prove the usefulness of the sports digital archive. We report on issues in system construction through analysis of data models and data structures of sports materials, construction of dictionary data such as names of people, games, events, shapes, and classifications, a interoperability with other systems. In addition, we report the results of the labor-saving experiment using AI for the labor-intensive classification work, which demonstrated an 80% agreement of results with those of manual classification.
