This paper clarifies the characteristics of Farmland Bank Activities and the issues it faces in Akita Prefecture in actual practice. The factors contributing to the high performance of activities in Akita prefecture are as follows: the generous support provided by Institutions related to agriculture, such as Agricultural Cooperatives and Land Improvement District; the operation of activities related to agricultural land improvement projects; the existence of reliable regional agriculture leaders. In the future, it will be necessary to extend the support to areas where the support has not been available.
The purpose of this study clarify the results and issues of Farmland Bank, focusing on the movement of group farming in Gunma Prefecture. This study clarify the results of Farmland Bank, establishing the model areas and the important areas linking with the incorporation of group farming. At the same time, group farming that has been incorporated has been expanding the possibilities of growth to efficient and stable farm operators targeted by agricultural structure policy has been using Farmland Bank in Gunma Prefecture.
This paper aims to analyze the agriculture structure and the effect of Farmland Bank in Okayama prefecture. Okayama is the stagnation area of agricultural structure change. However, community farmings are developing in north side Okayama and agricultural corporations are developing in south side Okayama. These farm management are borrowed farmland by Farmland Banks. But, they can't make rapid progress to farmland lease and consolidate farmland by Farmland consolidation banks. Therefore, it needs new policy due to the change of agriculture structure and development of farm management.
This paper is an answer to the critique given by Professor Masahiro Yamamoto in this journal for an authorʼs book, “Changes in Agricultural Structures under Globalization: Types of Primitive Accumulation” published by Ochanomizu Shobo in 2014. The issues are as follows. ①On the concept of primitive accumulation. ②On the correction of the relative surplus-population law under the modern capitalist society. ③On both sides of the decline and development of agriculture in the “Kinki-type” region. ④On the change of “stage” developed by the author's argument.
