    Small unmanned aerial vehicles (UAVs, drones), which are expected to be utilized in various fields around the world, require appropriate risk assessment. Nevertheless, UAVs tend to have unique missions and functional requirements, and conventional risk assessment methods cannot easily perform flexible analysis and verification. In this study, we conducted a model-based risk analysis based on a Concept of Operations (ConOps) formulation from systems engineering perspective. We used the case of firefighting support from multiple drones in a building fire scene. We confirmed the validity of the reliability analysis for system of systems even without physical connections, such as formation flights. We found that it is essential to understand risk from the perspectives of the aircraft and the entire system by integrating related components. We also argued that the systems engineering perspective represented by ConOps is essential for discussing appropriate risk assessment in a system such as a UAV, which is expected to be equipped with diverse modes of operation and new technologies.
