Tourism is a very important industry. However, the number of tourist to Izu Island located south of Tokyo has decreased since 1973. We must increase the number of the tourists, especially during the dead season in the tourist trade. The purpose of this study is to propose the tourism revitalization for the dead season in the tourist trade in Izu Island. This paper treats the attribute of tourist, needs of tourists, tourism policy, and consistency between the needs of tourists and the tourism policy in each island. The results show that the attribute of tourists who visit there during the dead season are aged over 40, and they got word-of-mouth information. More than half the tourists had ever visited these islands before. The highest in an evaluation of consistency is Oshima. They hold many events to make a new sightseeing spot during dead season. These data suggest that it is very important to keep the satisfaction of the elderly people, to reconsider of tourism policy, and to take good care of tourists to come here again.
