The purpose of this study is to clarify the actual situation of the integrated operation of Important Preservation Districts for Groups of Important Historic Buildings and landscape districts based on Landscape Act. In 56 Preservation Districts with landscape districts, we investigated the actual status of their designation and compared the permission criteria for Preservation Districts and the landscape criteria for landscape districts. The results showed that the designation of the areas had characteristics by type depending on the geographical conditions. The number of items and the content of the criteria were unique depending on the system.

倉敷では、夜間景観に関する取り組みが多数実施されてきた。しかし近年、夜間景観の活用により観光地化が急速に進み、地区内に住む住民と観光とのバランスが崩れつつある。本研究では、今後の夜間景観整備の一助とすることを目的とする。夜間景観形成期では、短期間で夜間照明事業を完成させ、夜間景観の基盤を築いた。しかし演出的な照明による夜間景観は、観光地の進行と空洞化を浮き彫りにさせた。夜間景観活用期では、観光と生活のバランスが重要視されるようになった。これからの夜間景観整備では、どのように生活環境を整えるかも非常に重要である。

改正文化財保護法の施行に伴い、

歴史的な建造物や景観・町並みを保存・保全することを目的に，市町村によって最も活用されてきたのが重伝建地区制度と言える。本稿は，全国の重伝建地区を抱える自治体へのアンケート調査を通して，文化財保護法で謳われている伝統的な建造物や景観・町並みの保存・保全という同制度の目的と，並行して文化庁が唱えている地域の自立や持続のための同制度の地域振興・観光振興への活用がどう認識されているか，重伝建地区の存続に向けてどのような問題・課題があるか，という実態把握をまず行う。その上で，伝統的建造物の修理・修景への財政補助がどの程度の効果をもってきたか，そして近年の懸案事項である空き家問題の実態とその対策の効果に関する検証を行う。

アンケート結果の検証・検討の結果，重伝建地区への選定と財政補助が，伝統的な建造物および町並みの保存・保全に一定の効果をもたらしてきたことは認められる一方で，財政補助によって地区全体の伝統的建造物の修理を終えるには50年もの長期間がかかることが分かった。現在の対策では，人口減少や後継者不足の方が先に進み，財政補助金の減少傾向や空き家増加を鑑みると，地域の衰退に歯止めがかからないことが危惧される。重伝建地区でも空き家問題は深刻化しており，その対策として活用されている行政による買取り・活用や空き家バンクによる斡旋も，抜本的対策にはほど遠い。制度創設から40年を経た重伝建地区制度も，地域の持続性を考えると根本から制度再構築を図らなければならない時期に来ていると言えよう。

In this study, the townhouses in the historical district of Kiso-Hirasawa, Nagano, Japan, were classified according to their rooms’ configuration and kitchen location. They have tori-doma (earthen floor), and the rooms are usually arranged in the order of mise, okatte (kitchen), and zashiki. In modern times, however, the kitchen is often built in the back. Looking at the distribution of typologies, we can see that while many traditional typologies remain in Nakamachi, modern ones are found in other areas. This analysis by architectural typology is an effective means for observing the transformation of urban spaces.
