In a market of tenement houses, the number of houses not built of wood has increased in supply from the 1970's. Now, they are most parts of the houses newly supplied and they have different characteristics from conventional ones built of wood. In this paper, firstly, we analyze main features and their important factors in structural transformation of the supply of tenement houses in recent years, and secondly, we theorize the effect of housing management for supporting the main business. The results are as follows, 1) By the repletion of financing system and the cordial treatment of tax for tenement houses, firstly, it has become universal to borrow the funds for construction, secondly, the management scale has been expanded, and thirdly, the diversification of managers is in progress. 2) There are two mager effects of housing management. One is supporing the main business, and the other is protecting the property by enjoying the cordial treatment of tax. 3) If the standard of house rent in a market is low and managers cannot make a profit on tenement houses, they participate in the management and increase their total profits by the reduction of income tax.
