農林水産本省所管の補助金の交付金化の実態と課題

This study analyzes the transformation of subsidies into grants by the Ministry of Agriculture, Forestry and Fisheries aiming to determine whether the usage restriction on grants has become stricter. Using data from 1993 to 2019, this study finds that while subsidies have decreased, grants have increased and examines the usage restriction on grants from the perspective of the scope of grants’ objectives and projects. As a result, it is revealed that the scope of grants’ objectives and projects has narrowed and the usage restriction on grants has been stricter like that on subsidies.
