It is a fact beyond any doubt that Japan’s international competitiveness has been declining rapidly in recent years. Various reasons have been discussed to this day, but it is also said that they are not unrelated to the content of school education. In fact, there is almost no school education about problem solving. In Japan, ideas and methods for problem solving （quality control） have been developed mainly in the manufacturing industry, and have been highly praised internationally. On the other hand, in most fields other than the manufacturing industry（service industry, medical care,government, etc.）, there was no opportunity for education, so it has not spread to this day. Therefore, we have been collaborating with the Aichi Prefectural Board of Education to create teaching materials with the aim of introducing problem-solving classes to high schools. This paper introduces the background and contents.
