    The JNR Workers’ Union struggle group established the workers’ cooperative in the Otoineppu village in the Hokkaido northern part starting with the industrial strike. This paper aims to clarify the established background, and to examine the content of the approach. The struggle group established ecoOtoineppu mainly to obtain the struggle and life capital. There was a big restriction in the activity capital acquisition because the workers’ cooperative had no legal status. Then the organization was changed to NPO. The case where such a small organization such as NPO accomplishes the proactive role in peripheral area is important as a modern meaning of the workers’ cooperative.
