With farmland intermediation organizations across Japan struggling to the structural reorganization of local agriculture not progressing as anticipated, there is a region where local farm businesses are already successfully fostered. In this paper, we examine the cooperation between the Agricultural Cooperative and the Agricultural Production Corporation in previous N city, Shiga Prefecture. The former takes part in adjusting farmland utilization between land owner and user. The latter carries out various functions , first agricultural production itself in specified area system, secondly land accumulation function through land exchange in location, thirdly new farmers educating function.
