    James-yama estate is suburban residential area in Shioya, Kobe. This area was developed by Ernest William James from 1933. He constructed 55 high-rent houses, aimed at foreigners. He had the second housing development plan at the same area before the war. As he died without realizing his goal in 1952, his plan did not carry out all plan, and the details is unknown. This paper shows his expansion plan after the war through land ledgers and the Village Plot Plan which was made by James. He had purchased of land to develop residential area. His properties was sold to Toshio Iue who was president of Sanyo Electronic Co., Ltd. Mr. Iue was developed the land taking over James’ will.

  • About the rental apartment constructed by Agricultural-Housing Financing Law in 1971-1976.-

    In 1960 's, the Agricultural-Housing concept was released as a city development concept about mixing Agriculture and community housing. The government considers the concept and Agricultural Co-operatives and farmer led the concept. This research shows how to consider about the Agricultural-Housing concept from the history and how to realize the concept. The target is 232 cases in early stage rental apartment with the concept (1971-1976). These cases were built by the concept of Agricultural-Housing Financing Law .  As a result, much of house was built by personal, and the arrangement was different from the concept. The number of Agricultural-Housing was different every prefecture. This result will influence for the Agricultural-Housing Co-operatives Law that established in 1981 .

    This research aims to clarify the living behavioral characteristics of dual-income households among dwellers in suburban residential areas, in order to identify the direction of reorganization of suburban residential areas where aging and population declines proceeding. While the population structure of residences in suburban area, developed during the period of high economic growth, has been changing, regional structures such as commercial facilities and living support functions are not renewed. Under such circumstances, the direction of reorganization targeting the elderly is discussed, but discussion focusing on other residents is hard to be argued. Therefore, this survey clarified from the questionnaire that living behavior characteristics of dual-income households, which are on an increasing trend in recent years, are different from elderly people in terms of purchasing foods and frequency of eating out.

    Housing estate constructed building after 1955 has many problem: aging of residents, old aged building etc. The purpose of this study is to clarify what kind of things are the residents interested in and what kind of things does residents feel uneasy from questionnaire survey on resident of Cyayamadai Danchi of Osaka. Prefectural Housing Corporation. Residents hope comfortable town planning for elderly residents. Especially it is thought that feeding and shopping assistance are problem to need to take measures from now on. And it is thought that disaster prevention organization should be prepared because many residents feel uneasy about prepare for disasters and evacuation.

    The commercialization of tourism in these days is impairing an atmosphere of Kyoto. Landscape policies considering the existence of an atmosphere is essential to save true value of Kyoto. This thesis aims to reveal the sense of Kyoto which the intellects getting through the rapid modernization in Meiji-Showa era had, and the types of an atmosphere of Kyoto, by analysis of essays in those days. The results indicated that observing histories and cultures with surrounded by nature having been alive in lives of people in Kyoto since Heian era make it possible to enjoy genuine existence. In addition, the results in another analysis divided the statements into three types of landscape; 1) townscape, 2) landscape at night and 3) natural landscape and comprehended the types of an atmosphere in each landscape.

    Recently, LRT has obtained public expectation to be major transportation system of the future generation. On the other hand, streetcars were introduced in many cities until the end of high economic growth, and then gradually declined with the rise of motorization. This research analyzes the public image of streetcars found in old photography, and investigates preserved streetcars in Osaka Prefecture, and attempts to manifest its significance as cultural heritage.

    This paper aims to clarify the transformation process of the streetscape and total images along the Midosuji Street by tracing the design of road facilities, planning concept and utilization. “Comprehensive plan 21 of Osaka” which was instituted with construction of Kansai international airport. Around 1990, the Midosuji Street was considered as the symbol of internationalization in Osaka and a comparison it to Champs elysees was diffused. In addition, road facilities were renewed by Midosuji-Renaissance-Project at same period. They were designed inheriting initial aesthetic in 1937. The pavement changed from a square concrete tile to a rectangular granite. The sidewalk lighting has been updated in 1984 and remains at present. With rapid urbanization, people demanded utilization of the city center. In this situation, OL plaza which excludes automobiles developed in1974. Moreover, these trends sparked off Midosuji Parade for appeal to the world in 1983.

    The road space reallocation project in the main street of Osaka, Midosuji has started since 2017 to realize the concept of human-centered urban space in response to the change of social trend and conditions. The initial pilot project has been undertaken in the way of increasing the space for pedestrians and cyclists. In addition, a comfortable space in the reallocated section has been created as an experimental study. While the Level of Service concept was widely employed to evaluate user comfort issues in the transportation field but it is unknown that the LOS concept could apply to these space differences and evaluate the reallocation effect correctly. Therefore the objective of this study is to evaluate the effect of space reallocation on street users using the LOS concept through questionnaire and observational surveys. 3 different street sections including a narrow mixed pavement, a wide shared pavement, and a wide shared pavement with comfortable space were compared focusing on the difference between subjective and objective comfort.

    Commencing from 3rd Framework Convention on Climate Change Conference of the Parties in 1997, most of developed countries have been working on city planning with low carbon dioxide emissions. In recent years, recognition of bicycles as a main means of transportation in the city has been rapidly increasing mainly in European countries. Also in Japan the legislation for bicycle utilization has been implemented and usage of bicycle has been progressing. In this research, due to the declining population, birthrate and aging population, the alleys of local cities where reduction of public transportation network is becoming significant, embankment tops, farm roads etc. are made a hypothesis as a new bicycle road. The authors have been simulated the reaching distance in the means of travelling by automobile and bicycle through usage of this bicycle road via simulation of geographic information system. As a result of comparative examination for both traveling methods, the potential of bicycle as a means of transportation concluded as high especially in local cities in Japan.

  • Focusing on foreign tourists

    In recent years, bicycles are used as means of sightseeing, and are called "cycle tourism". In Kyoto city, both Japanese and foreign tourists use the bicycle rental and enjoy sightseeing. The purpose of this study is to clarify travel behaviors of bicycle users of foreign tourists by both analyzing their GPS log data and conducting the questionnaire survey. As the result of the GPS log analysis, this study clarified both time and facilities many foreign tourists visit, and traveling routes by bicycle. As a result of the analysis by using the mathematical quantification method class 1, this study clarified factors that influence travel behaviors of foreign tourists.

    In recent years, rapidly increased demand for accommodation for touristic use has been apparent due to the explosive increase of foreign tourists. This article researches the three central Wards in Kyoto, which are Nakagyo, Shimogyo and Higashiyama, and aims at identifying trends of accommodation location and the possible effects to local communities. The research results are as follows; 1) the number of Accommodation for Touristic Use which were not dominant as a type of temporary lodging facility has so far increased rapidly, 2) those facilities tend to locate on lands in residential quarter where land prices are relatively low, and 3) while those accommodations could contribute to the renovation and reutilization of vacant houses, sharp increase in land price would bring about a structural change in neighborhood such as displacement of inhabitants and decline of local life and livelihood.

    The aim of this study is to clarify the standing and transition of the vacant space in the center of Nagahama city. Firstly, it turned out that there were 763 vacant spaces and many of them were used as parking areas by the distribution survey of vacant spaces in 2017. Some vacant spaces spoil historical scenic beauty of Nagahama city, but others create new appeal. Secondly, distribution and use patterns of vacant spaces in 1969 and 1996 were specified by aerial photographs and residential maps. It turned out that many vacant spaces had come to be used as parking areas from 1969 to 1996 and as parking areas and plazas from 1996 to 2017 by comparing to each distribution and use patterns. It is inferred that the former change is caused by the spread of cars and the construction of stores in the suburbs, the latter change is caused by the renewal of the center city and the development on tourism.

    Because there are underground stations and underground commercial facilities in the Osaka city, we need to develop measures against disasters such as Tsunami. When flooding hits the underground shopping malls, visitors may have troubles with evacuations for taking the quickest route; for instance, there are queues at the stairs. The purpose of this study is to clarify the evacuation behaviors, by conducting the survey which visitors evacuate from the underground shopping mall on foot, in order to contribute to quick evacuations. The findings of this study are as follows; many visitors choose the same buildings for evacuation and choose the nearby first choice building, as the second choice, if they cannot enter the first choice; many visitors cause congestions at the stairs; visitors who choose only underground routes for evacuation takes longer time and distance in completing their evacuations than visitors who choose both ground and underground routes.

    A purpose of this study is to clarify the mechanism of getting lost in underground mall during way finding. We conducted wayfinding experiment using EEG in underground mall southern part of Osaka station. The result are as follows. It was recognize that a non-dominant group about spatial cognition was existed. And analyzing EEG experiments, we comprehensively grasp the tendency of a non-dominant group about spatial cognition.

  • Focusing on Alteration of Activities Initially Planned

    Visitors often dynamically alter their initial activity (shopping, dining and so on) plans while walking around shopping areas in the city center: they execute additional activities or give up some planned activities. It is useful to know the factors influencing such alterations to find out the measures for encouraging their activities in the areas. This study aims to reveal the mechanism of pedestrian travel behavior in shopping areas in the city center, focusing on alteration of their activities initially planned. The findings are based on the questionnaires to visitors to the central area of Kobe City conducted by the authors. In this study, we first measure the change in the action space of an individual caused by alteration of his or her initial activity plan. We also build individual destination (activity location) choice models for pedestrian travel behavior in both cases of with and without the alternation and examine the difference between the two models.

    This study examines relations between breaks at the café and activities in the Kobe Sannomiya areas. This study analyzes; who visits the café among visitors of the city center; congestion rate of café in the city center; and purposes of visiting the café which visitors chose. As results of analysis, this study found out that both time spent and who accompanies with the visitor influence whether visitors have a break at the café during their activities, there is no difference in the congestion rate if it is the same major cafe chain stores; and that compared with cafés of the major café chain store in the city center, individual café have its own customers who have their own purposes of café visit.

    In this research, the objective is to clarify the spatial characteristics of smokers staying in the area on the Public No Smoking Zone.We analyzed the characteristics of location, space, and environmental elements which lead up to illegal smoking. In Sannomiya-Motomachi area, Kobe where is designated as the Public No Smoking Zone, there are 26 illegal street smoking spaces. In this research, it was clarified that street smoking spaces are located at the street with few passengers, that street smoking spaces are classified into 6 types, and that many street smokers stay in the space with three-dimensional structures, e.g. vending machine or utility pole.

    This paper focuses on exploring future visions in the neighborhood mountainous area of a city area through the series of workshops by means of old-time photographs. The results are shown as follows. First, we extracted the appropriate topics to discuss future visions by comparing the past entities with the present entities through the collecting processes of old-time photographs and the field surveys. The extracted topics covered all kinds of objects and events from natural landscapes to artificial landscapes. Second, the experiential information was shared through looking back on the history of the target area and the participants themselves in the stage for understanding historical changes. In addition, the questions and understandings looking ahead to the future were shown in the workshop series in which participants actually visited the same places where the old-time photographs were taken. Third, the comparatively general information was shared through talking to the people in the future age in the stage for selecting the future.

    The purpose of this research is to disclose the “Local Identity” from attractive resources captured by the fieldwork and dialogue with people inside and outside the region, and as a regional resolution method for local residents to recognize, to dispatch, and to exchange information with local media production and the possibility of evaluation survey that have been investigated. As a result of analyzing the collected 352 attractive resources by the KJ method, it can be classified into 12 types, supported by nature and culture in topography features. People who live in the community use it to establish 「Regional characteristics of the hilly residential and the downtown」as a Local Identity. It is found that local media gained a good appreciation from the local residents in general and in the future this local media can cooperate with local residents as a chance to be able to form the attraction and affection of regional appearance.

    Fast-aging society will increase the cost burden of health and medical care policy measures. To decrease the cost, care of daily life not only of patients who need rehabilitation but also of healthy persons is required outside of hospitals. Therefore, index for evaluation of policy measures of a healthy city should be systemized by sphere of daily life. The purpose of this research is to make clear the direction of research about a healthy city by small zone by using statistics about the certification of needed long-term care and support. Analyses of GIS data in Kinki Region and three cities, Suita, Toyonaka and Settsu make results that high density of city functions tends to support well care of daily life of persons who are certificated the needed long-term care and support. Populated cities can release the level of needed long-term care.

    In this research, it's purpose to clarify of the recognition structure and potential consciousness from the any opinions for a town of living by children viewpoint. Children of consciousness was entered into collected information along the item and category it did coding. There are a lot of common points of something by part difference is between the general measure considered from children issue consciousness and the children solution consciousness. Therefore, the potential consciousness that a schoolchild has it found out that there is no big difference with an adult. From this, in the city planning activities, not the viewpoint only of the adult, an adult and a child do in collaboration with plan creation and it’s expected to wide a possibility that children would like to keep living to cultivate feels the feeling in the future.

    This study clarifies the process of park development for the IZUMISANOKYURYORYOKUCHI as a case of "park development keeping in use" which is managed and operated simultaneously from the planning and designing stage of the park . As a result, it is possible not only to promptly respond to the situations at each stage of park development at the policy review site, but also to promote activities that are in line with the policy in the place of practical coordination, and to feed back the issues that occurred during the activities to the policy site , It became clear that it is possible to consider development to the next stage.

    本稿では、鉄道会社が事業多角化の一環として行う福祉やイベントなどの地域密着型事業に着目した。それらの事業の実施傾向を分析し、鉄道沿線地域を軸とする地域活性化に資する都市計画情報の蓄積を研究目的とする。関西の鉄道会社を対象とし、過去5年分のニュースリリースを調べ、組織体制、方法、内容、成果などの属性を明らかにすることで、地域活性化にむけた地域条件や資源の活用について評価することを試みた。これらの分析から地域密着型事業は大企業による時間的、空間的、社会的地域貢献型事業であり、自社の沿線市街地での展開に集中していることから、社会的需要に合わせた需要対応型の事業であることを明らかにした。 In this paper, we focused on the projects that railroad companies contribute to the community, such as welfare and events that are conducted as part of diversifying business. We analyze the implementation trends of these projects and aim for the accumulation of urban planning information that contributes to regional revitalization around the railway along the railroad area. By investigating news releases of each railway company over the past five years and clarifying attributes such as organizational structure, method, contents, achievement, etc., we tried to evaluate regional conditions and resource utilization for regional revitalization it was. Based on these analyzes, it was found that the projects that are closely related to the area are projects contributing to the area temporally, spatially, and socially by large companies. In addition, we are concentrating on deployment in our city's downtown area, so we think that it is business corresponding to demand.
