    When a bridge is built between two islands where the means of traffic is by a ship, the mobility is stabilized. The construction technology of the underground dam stabilizes agriculture water. The agricultural production of neighboring island is stabilized by sending water, which storing in the underground dam, from an island to the island where it cannot be constructed. It is enabled by attaching a water pipe to the bridge built between two islands. There is another profit in neighboring island that had been sent groundwater. Through the bridge, meals in the island will be satisfied, where been given the profit from neighboring island. It is big result by the bridging that exchange of the profit is enabled between two islands. In this paper, we compare them to two profits of two islands, one is the fresh fish fished near the neighboring island and one is the water storing by underground dam in a certain island. And we consider to distributing those profits at the time of before and after, when is built the bridge between two islands. Furthermore, after bridging we extend the absolutely needed quantity of profits that we can use by maintaining facilities again, one method is to build the water treatment facility for plant which can change water storing in underground dam for agriculture use and cooking, and another is to rebuild the incidental facility to cryopreserve fresh fish in a port. Finally, the synergy will occur, and the total utility of islander in two islands will be maintained in a high position.

    Fisheries management is being implemented in various places in Japan, however rampant poaching behavior is a great concern. In order to enhance the effectiveness of fisheries management, to ensure the sustainability of fishery management, appropriate response to the fishery-related laws are required. This paper aims to clarify the current situation and problems of poaching in fisheries. As a result of analysis, it became clear that poaching occurred after monitoring hours, and the abalone that was poached are located near to the market that did not conclude a collaborative relationship with fisheries. The expansion of the monitoring activity by the fisheries and the collaborative relationship with many markets are needed, however it is necessary for the fisheries to pay an additional cost towards this initiative. Therefore, in addition to the monitoring of poaching, requires reinforcement by the police, coast guard and fisherman, the following support and collaboration to prevent poaching activity will be necessary for better management. The first is penal regulations reinforcement is important for the purpose of preventing poaching. If prevention for poaching is strengthened by penal regulations reinforcement, the burden of the monitoring activity by fisheries will be reduced. The second is financial support for monitoring activity by the fisheries. The monitoring expenses increases with fuel price increasing year by year. If monitoring activity reduces, poaching activities spreads, and many will enjoy and benefit from poaching. The revival of the subsidized project of the Fisheries Agency will be one measure in preventing poaching.

    The purpose of this paper is to detail the social movement for supporting life quality in post­war Amami Island, and to investigate the role of the regional women’s association as a base for the movement and its influence on the women. The movement was promoted by GHQ for the purpose of the democratization of the local community, and its idea was symbolized by expressing “rationality”, “empowerment of local women” and “democratization of the local community”. The idea of the movement of life quality improvement shows that it’s a movement that is closely related to women’s life. The movement of life quality improvement has not just improved the quality of the material life of the family, but also has influenced the women themselves. The activities of the regional women’s association has enhanced women’s mobility and made the women realize that they can get some fruition by working together. On the other hand. it is sure that the “standard language encouraging movement” in the movement of life quality improvement has strengthened women’s self-confidence, but it also can say that it has strengthened the gender model of women at the same time.
