Thailand is an interactive country of population migration since ancient days. In recent years’ distinct increase in in-immigration of unskilled workers from neighboring countries of Cambodia, Laos and Myanmar (CLM countries) to this country is recognized and they become indispensable to economic growth of Thailand. Particularly, due to start of ASEAN Economic Community the population migration in Thailand which is a core area of ASEAN seems to be much more active.
In principle Thai government does not approve the working of unskilled foreign workers within Thailand. However, in recent years, the government has been needed to look toward direction to accept policies of working of unskilled immigrant foreign workers from CLM countries by means of combined several legal institutions such as MoU in order to prevent from illegal employment and working, and to avoid to affecting national economy.
In this paper, actual situation of employment of unskilled immigrant foreign workers from CLM countries, that is, the number of immigrated workers, kind of labor engaged, geographical distribution of working places within Thailand, and so on is disclosed on the basis of recent statistical data prepared by Labor Ministry of Thailand and others. Furthermore, policies toward immigrant workers from CLM countries are introduced, and policies of out-migration in CLM countries are examined and presented by each country in the respect of labor migration within ASEAN region.
For the purposes of prevention from illegal employment and working and of solution of problems on illegal working, Thai government decided to take action in “2017 Plan of Action for Reforming Labor Affairs” and regulated legal institutions on foreign labors who entered Thailand until June 2017. Although there is anxiety toward affect to Thai economy due to decrease in number of illegal immigrant workers to Thailand from CLM countries, it will take a little more times that the effects appear. It is very concern how the government will take action to erase illegal workers until 2022 keeping its affect to Thai economy in minimum.
