Exploring a suspected sexual abuse case of a junior high school girl, this study examines the approach to a child for family reunification after intervention by a child guidance center. The safety planning approach from the Partnering for Safety (PFS), which integrates various theories including the Solution-Focused Approach (SFA), the Signs of Safety Approach (SoSA) and others, was applied for the case by a child psychologist at the temporary shelter of a child guidance center. ln order to involve the child in the family reunification process, the tools of PFS such as ‘The Future House’, ‘The Family Safety Circles’ and ‘The Safety House’ were applied. Although the child was defensive and her parents continued to deny the sexual abuse change, the tools of PFS focusing on the child's hope and safety acted as a catalyst to build constructive relationship among the child, her parents and the workers of a child guidance center. Eventually, family reunification was achieved as her opinion was reflected in the safety planning. This study shows that supports for children and their parents can be developed interactively by using the tools of PFS, and that it is important for the worker to have an ecological perspective on the person-environment fit.

Ag-sheathed Bi-2212 multifilamentary tapes were fabricated using the powder-in-tube method. The degassing process of Bi-2212 starting powder not only removed such gases as H₂O and CO₂, but also improved the core density of the resulting melted tape. The tapes heated and cooled in a low O₂ atmosphere had an effect on raising J_c and T_c. The bending strain is estimated to be smaller than 0.3% for excellent J_c and n-value. A small double pancake coil fabricated by the “Wind and React” technique using 6.8m-long tape generated B₀ of 1.76T at 664A (at 4.2K, self field).

本研究は，子ども虐待対応における虐待を認めないケースへの初動対応のプロセスについて検討することを目的とした．児童相談所で虐待の否認事例の対応を経験したことがある者3名にインタビューを実施し，TEA （複線径路等至性アプローチ）を用いて分析を行った．その結果，児童相談所の援助者は，【一時保護の解除】の先にある【子どもの安全の保障】を目指して援助を行っており，虐待を認めないケースへの対応としては，【虐待認知】を得ることにこだわるのではなく，【保護者の話にも耳を傾ける柔軟な対応】を行った上で，【子どもの安全への焦点化】を行うことを重視していることがわかった．本研究より，家族と安全を中心に据え，【保護者とのパートナーシップ】を構築しながら【家族が主体となる安全計画作り】に取り組むことで，たとえ保護者が否認を続けるケースであったとしても，家族再統合を目指すことは可能であることが示唆された．

Critical current densities of double-sheathed Bi₂Sr₂CaCu₂O_x (Bi-2212) multifilamentary octagonal and round wires heat-treated in pure oxygen atmospheres or in mixed atmospheres of oxygen and nitrogen have been measured. These wires have been prepared employing “High Oxygen Pressure Confinement Process” in which the oxygen partial pressure is raised to over 0.1 MPa. The critical current density of the wire heat-treated in the pure oxygen atmosphere degrades with increasing oxygen pressure. On the other hand, the critical current density in the case of heat treatment in the mixed atmospheres is enhanced by optimizing oxygen partial pressure, accompanied by increasing the total pressure. As a typical case, a critical current density of ∼1.0×10⁵ A/cm² has been realized at 4.2 K in 0 T for multifilamentary round wire of 1.04 mm in diameter. A new model for Bi-2212 crystallization is proposed taking account of high pressure nitrogen inside the wire, which relatively suppresses growth rate of non-superconducting materials and yields a highy oriented crystalline structure.

「ビジネスと人権に関する国連指導原則」が2011年国連人権理事会において全会一致でエンドースされた。この指導原則を各国が実行すべく策定する政策文書が「ビジネスと人権に関する国家行動計画」（National Action Plan on Business and Human Rights：NAP）である。欧州各国によるNAP策定が先行する一方，タイ政府が2019年10月に初のアジア地域における国としてNAPを閣議決定し公表した。本稿では，なぜタイがアジア地域において最初にNAPを策定するに至ったのか，その過程を分析し，タイNAP策定の意義，その意義を具現するNAPの内容の特徴を分析する。軍事政権下にあったタイは，国連人権理事会における普遍的定期的レビューを逆手に取り，EU市場に応え，かつASEANのリーダーたることを示すためにNAP策定の機会を最大限に活用したと分析される。タイNAPの特徴は，国際社会から非難されてきたイシューに直截的に対応していることであり，なかでも越境投資・多国籍企業分野における政策には，投資受入国であり投資企業の母国でもあるというタイの経済的立ち位置が如実に表れている。

教育・保育制度は公的かつ専門的なものであり，専門性や質の管理および向上，社会や利用者に対するアカウンタビリティの双方の視点から評価が必要である。社会福祉分野では，伝統的なソーシャルワーク視点での評価に加え，社会福祉基礎構造改革以降，アカウンタビリティとしての評価も重視されるようになり，情報提供，第三者評価を通じた情報開示，苦情解決制度の推進などの取り組みが進んでいる。改定された保育所保育指針や幼稚園教育要領などは，教育・保育実践の評価や，質の向上にかかわる評価は記載されているが，社会に対するアカウンタビリティについては，言及されていない。自己評価，利用者評価を踏まえた第三者評価の推進と，その結果の公表が求められる。

A Bi-2212 superconducting solenoid coil with a practical size (78mm in diameter) of bore has been fabricated, employing 300m long Ag-sheathed Bi-2212 rectangular wire. A new heat treatment process, controlling an oxygen partial pressure of 2.4atm, has been developed for crystallization of Bi-2212 in the rectangular wire. The coil has been proven to have high homogeneity in critical current density along the longitudinal direction at the outermost layer, however, the critical current density is lower at the innermost layer. In spite of this drawback, the resulting solenoid coil has stably generated maximum magnetic fields up to 0.40T at 4.2K by transporting current densities up to 1.7×10⁴A/cm².

Ag- and AgCu alloy-sheathed Bi₂Sr₂CaCu₂O_x (Bi 2212 phase) tapes have been fabricated by the powder-in-tube technique. Detailed microstructural observations during the fabrication process revealed the following factors which deteriorate critical current density due to the decrease in the Bi 2212 crystal texture: 1) swelling of the Ag sheath; 2) rough interface between the Ag sheath and the oxide core; 3) crack in the oxide core; 4) precipitates such as SrCaCuO; 5) radially grown crystal; 6) irregular deformation in the tape cross section during heat-treatment. The swelling was caused by the dissociation of H₂O, CO₂ and O₂ gasses during heat-treatment. Calcination of the powder in low O₂ partial pressure, gradual heating up the tape samples, and high tensile AgCu alloy-sheath reduced the swelling. Crack formation in the oxide core was prevented by the proper rolling process with the Vickers hardness below about 150. This resulted in smooth interface between the Ag sheath and oxide core and thus improved the reproducibility of high critical current density.

本研究では，ネグレクト・心理的虐待事例においてどのように児童相談所が一時保護の判断をしているのかを明らかにすることを目的とした．16名の児童相談所職員にインタビューを実施し，得られたデータは構造構成主義的質的研究法（SCQRM）をメタ研究法とした修正版グラウンデッド・セオリー・アプローチ（M-GTA）により分析を行った．その結果，【緊急一時保護の必要性】【子どもに生じている悪影響】【家族の改善可能性】からなるモデルが構築された．本研究より，児童相談所におけるネグレクト・心理的虐待事例への対応は，【緊急一時保護の必要性】の判断から始まるという点では，他の虐待種別と変わらないことがわかった．しかし，子どもの危害がそれほど顕在化していないネグレクト・心理的虐待事例では，児童相談所は，【子どもに生じている悪影響】と【家族の改善可能性】の両方のバランスを丁寧にアセスメントすることで，一時保護を行うかどうかの判断をしていることが示唆された．

本研究では，里親養育において困難が予想される障害等のある子どもの養育プロセスを明らかにすることを目的とした．障害等のある里子の養育経験のある里親にインタビュー調査を実施し，6事例が集まった．得られたデータはSCQRM （構造構成主義的質的研究法）をメタ研究法としたM-GTA （修正版グラウンデッド・セオリー・アプローチ）により分析を行った．その結果，5つのカテゴリーと17の概念からなる障害等のある子どもの里親養育プロセスのモデルが構成された．本モデルより，里親は【マッチング時の違和感】を抱いたまま里子を受託し，【子どもの行動上の課題への直面】を経験しており，【里子の育ちに関する情報不足】が阻害要因となっていることが明らかになった．また，そうしたなかで措置変更に陥ることなく，里親養育が継続する事例では，【チームとしての養育】が促進要因として機能することで，【里親子関係の構築】に至るプロセスが示唆された．

Void formation is a serious problem for Ag-sheathed Bi-2212 superconductor wires produced by a partial melt process. We established a gas pressure melting (GPM) method which utilizes a combination of -1.0atm oxygen partial pressures and ≤6atm of total gas pressure. The method has proved very effective for obtaining a homogeneous dispersion of small voids and good superconductivity. A solenoid coil fabricated under usual atmospheric pressure showed no zero-resistivity due to the presence of large 50-mm-long void agglomerates. On the other hand, the newly developed GPM method reduced agglomerate size to -10mm, and enabled solenoid coils fabricated using 9 and 5 pieces of 25-m-long round wire to generate a maximum magnetic field of 0.67T and 1.1T, respectively, at 4.2K.

The purpose of this study was to clarify the framework of conflicts occur between abusive parents and clinicians who work for the Japanese Child Protective Services. The interview was done against child social workers and child psychologists. The data was analyzed by using Grounded Theory Approach. By coding, 5 categories were found. As a result, it was recognized that the conflictive relations were led by the initial outreach which assess the actual facts. Whenever the child is under unsafety condition, clinicians are obliged to protect them from the harms based on the Child Welfare Law. Parents, however, have different point of view that they take the child protection was not adequate but feel damaged from the intervention and that make them change their attitude aggressive or even rejective. The study drew a conflictive model from the point of clinician’s view that it maybe useful to some other clinicians who have experienced similar situations. The results from the study should have any practical suggestions for the child care practice and research in the real context.

この四半世紀,社会構成主義に影響を受けて展開してきたコンストラクティヴ・ソーシャルワークは,ストレングスや対処のいっそうの強調と,協働参画を展開してきた.本稿では,こうした流れを踏まえながら,単身高齢者支援における解決志向アプローチ(SFA)を基盤においた参画型ソーシャルワーク実践を報告する.事例プロセスの検討を通して,「問題」を扱わずストレングスに着目するSFAが,関係形成の促進,当事者の見解と目標の明確化,主体化・能動化の強化により,解決構築を実現することが明らかになった.また,当事者とその目標を中心においた実践が,パートナーシップとチームワークを推進するとともに,参画へのアクセスを容易にするためのツール活用の意義について,ソリューション・マップ/ゴール・マップの提示を通して言及した.
