    “Public Involvement” becomes a keyword in drafting comprehensive plan. However, it has been limited to putting together opinion by opening of workshop. There are no keys on this fact, when opinion of inhabitant can be accurately reflected. It is a problem of what is called “silent majority”.
    Based on these backgrounds, this study proposes Public Involvement support system. To begin with, this system utilizes AHP, and it is quantitatively clarified on feeling value of all participation members of workshop. In addition, member is grouped by utilization of cluster analysis using feeling value data. Then, by clarifying of allelism structure, convergence directivity of discussion is presented.
    By utilizing this system, it becomes possible that group consensus building is supported. And, it is possible to ease problem of the silent majority.
    In addition, the case of concretely utilizing this support system is presented. In 4th comprehensive plan decision in Hokkaido Siraoi town, this system is utilized in scene which presents directivity of “future image of community planning”. Then, a posteriori estimated result from inhabitant is analyzed for directivity of “future image of community planning”.

    これまで, 合意形成に向けた多くの研究がなされてきた. 近年, AHPをそのフレームワークとする研究も多くみられる. 本研究においては, いままで考慮されていなかった「代替案の修正」という新しい観点からの合意形成支援システムを提案する. この合意形成支援システムは, AHPを援用して集団合意形成局面における各メンバーの意思・意見に関する情報提供, 対立構造の明確化, および改善の方向性を探究し, 決着解を導きだそうとするものである. この際, 代替案修正の方向性を定式化する方法として, 新たに「代替案修正ベクトル法」を提案する.

    Recently with progress of the motorization and change of the life style, new commerce forms such as convenience store are produced and the consumer is accepting it. In the meantime, the central urban district might not take the countermeasure that should respond to consumer needs. Therefore, it was not possible to deal with upgrading and diversification of the factor required in the central urban district of the consumer. As the result, the foot of the consumer would approach a large-scale retail store in the suburb, and it declined of the central commercial district. From such fact, the challenge of central urban district activation by citizen participation has been made in various regions. And, the viewpoint for the central urban district of people that lives there seems to be also different, if the region as an object is different. From this fact, it is not uniform nationally, and it seems to require central urban district activation measures considering the regional characteristic.
    AHP (Analytic Hierarchy Process) is noticed, as the technique in which to show consciousness and opinion of people in such case at the numerical value is possible. But there is a problem increase of evaluation burden of examinee when criteria and alternative are large, because this technique needs pair comparison. Then, authors propose “Relative Position Measurement Approach” as the technique which overcomes these problems. This technique does not need pair comparison. Then the evaluation criteria are carried out in “position” on the line. It is possible to reduce evaluation burden of examinee from this. However the reliability of Relative Position Measurement Approach has not been verified yet.
    This study carried out questionnaire of Relative Position Measurement Approach and Absolute Measurement Approach. Alternative was made to be commercial district in Hokkaido Otaru and Saitama Prefect. Iruma, and examinee made to be regional inhabitant. The reliability of Relative Position Measurement Approach was verified from result. In addition, the factor which people required in the commercial district became clear by comparison and analysis of the result. Then, central urban district activation measures were researched.

    近年、参加型まちづくり計画等において意識調査分析が多数行われている。そしてAHPはその一つの有効な手法として注目されている。しかし、この手法は評価要因等が多数となった場合、被験者の評価負担が増大する等の問題がある。
    そこで本研究はAHPの新しい手法として、被験者の評価負担を軽減することが可能な「相対位置評価法」を新たに提案した。そしてこの手法を用いて、AHPアンケート経験者・未経験者を被験者としたアンケートを実施した。その結果、両被験者において絶対評価法と相対位置評価法の評価結果に高い相関性があることを実証した。
    また、ワークショップにおける相対位置評価法を活用した集団合意形成支援方法を提案した。

    Questionnaire surveying has been one of the main means for surfacing the needs of local residents by the local government or community and these survey results have been utilized to make policies in almost all local governments in Japan. In this study, based on a questionnaire survey conducted in Shingu Town, Hyogo prefecture in 2004, we found questions that ask satisfaction and importance level of 55 living environment items by means of ordinal scale tend to overestimate residents' needs. This is because of external effects from local public facilities and services such as option values and prestige values. Therefore we propose the introduction of quantification methods such as CVM (Contingent Valuation Method), AHP (Analytic Hierarchy Process) and Conjoint Analysis to determine the local issues and create a local community that is effectively managed.
    Particularly, we examined the applicability of an extended version of AHP named “Relative Position Measurement Approach” which has been proposed by A. Mori, S. Suzuki, K. Suzuki and H. Igarashi. To do this, firstly, we designed a question asking local residents for marking relative importance of 6 different living environment fields such as social infrastructure, health and welfare, education and culture, and public participation on a 0 to 10 cardinal scale. Then answers from 680 respondents out of 4,860 households in Shingu Town were processed through AHP weighting process to calculate importance weights for 6 living environment fields. Finally, statistical analysis such as multiple regression analysis and correlation analysis were applied to compare the relationship between estimated importance weights over 6 living environment fields calculated by applying AHP and importance levels evaluated over 55 living environment items which are grouped into 6 upper rank living environment fields. The results strongly supported our hypothesis that each importance evaluation on ordinal scale overestimates the real needs for local public facilities and services. Furthermore, a question that value of calculated weights might be affected by the structure of evaluation items or attributes hierarchy is raised.
    As a further extension of this study, we discuss the viability of a GIS (Geographic Information Systems) based feedback system to provide questionnaire results to local residents.

    Recently, that it opens information to the inhabitant and that it sufficiently carries out the description are required in the public work. Therefore, questionnaire and workshop are done.
    In the workshop, the human of various feeling of value gathers. Then, there is a difference of the viewpoint to the theme. Discussion may not be smoothly carried out from this fact. In addition, it is difficult that the opinion of the group is put together.
    In such a case, the method of helping the summary of the opinion of a group is required.
    Then, the consensus building support method is proposed in this study. This has noticed the consensus building of the individual pair individual. Then, Relative Position Measurement Approach with the simple evaluation is used. Evaluation Wrights Adjustment Model is utilized as a correction method of the weight. By using this method, whether the evaluation person should adjustment what factor how much is proven. In addition, position data estimation method which deduced position data from the estimated result was proposed. It is shown by that the consensus building is smoothly carried out this method.

    Recently, improvement of port is not only “physical distribution function”, and “water amenity function” seems to be also necessary. From such background, improvement of various water amenity functions is desired in OTARU, ISHIKARI BAY NEW, IWANAI port which is main port in Hokkaido Shiribeshi region. It is necessary to grasp request of user in order to improve such water amenity function.
    Then, consciousness investigation for OTARU port, ISHIKARI BAY NEW port, and IWANAI port was carried out in order to grasp function which Sapporo citizen requires in port. And, AHP which was one of the consciousness investigation analysis procedures was noticed in this investigation. Then, questionnaire which utilized this technique was carried out. By stratification two stage random sampling, 900 households in Sapporo city were extracted, and recovery number was 194. This study reduced evaluation burden to examinee using concise AHP which combined “Relative Position Measurement Approach” with “Semantics Measurement Approach”.
    From analysis result, next was proven.
    (1) Needs of rest-view function and commerce function are high.
    (2) By age attribution, weight of requiring function is different.
    (3) Total evaluation result of OTARU port is high. It is a reason that evaluation of restprospect and commerce function is high.
    And, characteristics of AHP were utilized, it was proposed that port improvement effect analysis method which considered Public Involvement.

    With recent penetration of the Internet and a proposal from the central government for an e-local-government, local governments, local companies, local associations and local residents are more and more aware that transmitting local information to residents and potential visitors via the Internet can contribute to regional vitalization and enhance the quality of residents' life. Local information composed of information from the local government, local business organizations, local associations and local residents can be provided through a “ local portal site” and this site may be operated through a public private partnership (PPP) . Some advanced local governments have already started “ local portal site” services by applying PPP. However, there are some issues on this way of providing local information. Our study aimed to identify how residents evaluate the credibility of information providers. Based on questionnaire surveys conducted in Itami City in 2008 and Minami-Awaji City in 2009, we reveal the residents' value structure on the credibility of operators for local portal sites and derive some policy implications. In this study, we applied the weight evaluation method of the Analytic Hierarchy Process.
    Our results show that both citizens of Itami and Minami-Awaji value credibility, public-spiritedness and technological capacity as important factors for operators of public-private local portal sites, while operators' vitality and strength of organizations are less highly regarded. Also, regarding “ credibility” that ranked first in both Itami and Minami-Awaji, operators reliability, response capability and past achievements were identified as key elements regarded by citizens as “ sources of credibility” . Factors such as degree of recognition, authority and strength of an organization contributed less to the regard of citizens for a local portal site operator's credibility. Also, the fact that the survey results in Minami-Awaji showed similar tendencies to the results in Itami suggests that regional disparities are relatively limited. Based on previous studies that point out local portal site operators must attract enough visitors to pay for the running costs within two to three years of government funding, we aim to further analyze the possibilities of local portal sites including social networking service (SNS) .

    A commercial area in the center of Sapporo has been divided into two areas around Odori Station and Sapporo Station. The two areas have independent characters. JR Tower opened at Sapporo Station in March, 2003 causing consumer to shift to the area around Sapporo Station.
    An underground passage will connect the commercial areas around Sapporo Station and Odori Station. The plan will be an improvement over the current pedestrian priories in the aboveground traffic environment.
    Analyzing impact of changes in consciousness structure and consumer behavior due to improvement in commercial areas is useful. We analyzed the changes in the structure of resident consciousness and consumer behavior caused by urban renewal projects. To investigate consciousness, we surveyed about 1,800 households in Sapporo. The survey items are examinee attribution, everyday shopping action, consciousness about underground passage and request for aboveground improvement, and sense of value and total evaluation of the department stores in the city center.
    In addition, changes in consumer behavior caused by the opening of JR Tower affected the sales structure of the department stores in both areas. To investigate the impact of those changes, we determined the correlation of changes in sales among those stores. By analyzing the resident consciousness and impact, we examined the commercial and traffic environments in Sapporo city center.

    交通と都市は車の両輪である。およそ交通の便なくして都市は繁栄せず、交通システムは都市の繁栄によって、はじめて意義付けられるからである。
    このような観点から本研究は、この交通と都市の発展連鎖に着目し、今日では東京新都心と称されるまでに発達した「新宿」の都市形成史について略述する。さらに水運輸送と陸運輸送との結節点である船着場、港湾 (津) における「まち」の発生例として京都の花町・先斗町、次いで交通と都市の連関盛衰について青函連絡船の歴史を回顧しながら、青森市JR駅前地区の盛衰について考究する。そして、青森市の再興には東北新幹線の青森までの開業と同時に、これに接続する北海道新幹線の速やかな函館までへの延伸整備が必要であることを論述する。最後に福岡の「まちづくり」戦略を概観しながら、それとの関連において交通システム整備と「まちづくり」の連動の重要性について論究しようとするものである。

    本研究では, 評価者個人が他の評価者の評価結果を参考に, 自己の評価結果の修正を行うことによって, 集団として合意形成が図られる過程を表現する, AHPを用いた評価ウエイト修正法の構築を行った. 評価ウエイト修正法では, 評価結果の修正は個人間の意見に関する類似性を考慮している. また, 評価ウエイト修正法と集団意思決定ストレス法を組み合わせた合意形成支援システムを提案し, テストデータを用いた数値計算例も示している. その結果, 合意形成過程における評価ウエイトの変化が個人毎に示されることが確認できた. また, 同システムを適用することにより, 評価結果の修正を許さない個人に対して, 意見修正の誘引効果があることが示された.

    The large-scale redevelopment project has been planned in the Sapporo City. However, the evaluation from viewpoint of the inhabitant for such plan has not sufficiently been done. It is necessary that we evaluate the project from viewpoint of the user in order to activate the central urban district, and analyze usefulness then, this study analyzes the evaluation of the inhabitant for the plan using AHP. In addition, the effect of redevelopment project is analyzed according to new potential model using the result.

    Data Envelopment Analysis (DEA) has become an established approach in the analysis of efficiency problems in both public and private sectors. The aim of this paper is to present a newly developed Distance Friction Minimization (DFM) approach based on the BCC (Banker-Charnes-Cooper) model in order to provide an appropriate efficiency-improving projection model in DEA. In this approach a generalized distance friction will be developed to assist a Decision Making Unit (DMU) in improving its efficiency by a proper movement towards the efficiency frontier surface.
    Our DFM model is based on a generalized distance friction function and serves to assist a DMU in improving its performance by a proper movement towards the efficiency frontier surface. Standard DEA models use a uniform input reduction or a uniform output augmentation in the improvement projections, but our DFM approach aims to generate a new contribution to efficiency enhancement strategies by deploying a weighted projection function, while it may address both input reduction and output augmentation as a strategy of a DMU. A suitable form of multidimensional projection functions mapping out efficiency improvement is given by a Multiple Objective Quadratic Programming (MOQP) model in conformity with a Euclidean distance.
    The above-mentioned extended DEA model will be empirically illustrated by using a data set on government-ordinance-designated cities in Japan, where the aim is to increase the efficiency of administration management in these cities, based on various input and output performance characteristics of these cities.

    札幌市は平成11年度から14年度までに、通過交通量が比較的少ない生活道路においてフラット型生活道路整備を試行的に行った。これは歩車道の高低差がなく、白線により分離するという従来の整備とは異なるものである。そこで本研究では、相対位置評価法を用いてフラット型とマウントアップ型の総合的評価を行った。その結果、(1) 自宅前がマウントアップ型の場合は、フラット型の安全性に不安があること、(2) 自宅前がフラット型の場合には、両タイプの安全性の評価はほぼ同じ値であること等がわかった。さらに、その評価結果を用いる費用対効果指標モデルを新たに提案し、効果分析をおこなった。そして、フラット型の整備効果が高いことを明らかとした。

    実際の製品開発の中で、ユーザビリティ評価結果を効果的に製品開発に取り入れるためには、問題点の抽出だけではなく、定量的な結果として示すことがより必要になってきている。ユーザビリティは、「有効さ」「効率」「満足度」の度合いで決まるといわれている。そこで、従来のプロトコル分析に加えて、一対比較を使った手法(AHP: 階層分析法)を使って、人の気持ちを最も表す「満足度」について定量化する手法の開発を行った。この評価手法によって、評価対象物のユーザビリティレベルや評価項目の重要度を定量的に把握することができるとともに、プロトコル分析で得られる定性的な情報と併せて総合的な評価することができるようになる。

    Recently, the Special Municipality Mergers Law deadline has passed and incentives for mergers have become considerably reduced from the viewpoint of fiscal effects. Additionally, merger plans in Hokkaido Prefecture have not been mostly completed to avoid increases in the inhabitant burden risk connected with area increases of municipalities. A vision for a sustainable settlement zone that can be supported by life functions and amenity improvements for small-scale autonomies has started to attract attention. These small-scale autonomies must make arrangements with large-scale "core cities". However, blank areas exist in the core cities of Hokkaido Prefecture, which is characterized by distances between municipalities. In this study, we newly proposed an analysis model for optimized combinations of municipality mergers to create new core cities in the open areas. The analysis model consists of two analytic views, "differences in public finance efficiency" and "differences in public service efficiency".
    A dataset of municipal employment costs and budget expenditures after municipality mergers were computed from a forecasting model with explanatory variables set on the population after a municipality merger. Additionally, a debasement of public services for inhabitants takes into account the aggravation of the access environment with an increase in municipality area. Additionally, this study used the index of Access-Total Service Score (A-TSS) that is an integration of the index of public services and access burden for inhabitants.
    The quantitative effects of municipality mergers were analyzed based on the Data Envelopment Analysis (DEA) model with the above-mentioned datasets from the viewpoints of 'public finance' and 'public service'. The effect values were derived from variations in efficiency scores. The optimized combinations of municipality mergers were evaluated by the Financial and Administrative Improvement Factor (FAI) , which is computed based on deviation scores using public finance effects and public service effects in these merger plans.
    Based on the analyses, we propose a policy for sustainable settlement zones in Hokkaido Prefecture.

    本研究では, 滋賀県における超高度下水処理導入問題に関する社会的合意形成を支援するために, 社会的合意が成立していると見なしうる琵琶湖の総合保全という目標達成に対する一般住民の更なる支払意思額を仮想市場調査法 (CVM) によって, 保全施策全体の中に占める下水道事業の重みを一般住民と専門家の分担で行う階層分析法 (AHP) によって求め, 両者の積によって下水道事業に対する更なる支払意思額を求めるツールを考案した. 一般住民や行政担当者を対象にしたアンケートと一部住民を対象にしたワークショップによって同支援ツールの仮説の検証を試みたところ, 上記支払意思額の回答者間の変動係数が小さいなどのツールとしての有効性を部分的に確認することができた.

    本研究では,京都でのP&R駐車場の利用促進に向け,P&R利用に肯定的な人の特性を検証した上で,観光客視点に着目し,AHP手法を用いてP&R利用時の駐車場評価指標を提案し,駐車場のP&Rとしてのポテンシャル評価を行った.京都観光客の特性分析では,数量化理論II類を用いて,P&R利用に肯定的な層として,P&R利用経験がある層,環境意識が高めである層,年齢が30代以下である層,自動車運転頻度が週3日以上である層が挙げられた.AHPによるP&R駐車場評価では,P&R利用に肯定的な層の評価基準の重みを算出し,評価値をGIS上にカラーマップとして落とし込むことで,P&R駐車場の評価をターゲットを絞り,定量的に行うことができることに加え,P&R利用を想定した場合の駐車場ポテンシャルを視覚的に表現できた.

    本研究では,交通インフラの整備の進展が産業立地構造にどのようなインパクトを与えるかについて分析を行った.具体的には,港湾・道路等の交通インフラの整備がもたらす輸送コストの削減に焦点を当て,主にこの輸送コストから地域別の生産額の変化を説明するモデル(産業立地ポテンシャルモデル)を構築した.これにより,将来の港湾,道路等の交通インフラの整備が今後の産業立地構造に与える影響を分析でき,物流ネットワーク整備のあり方や産業立地政策の検討にあたり大いに参考になると考えられる.
