The priority seat system was introduced to public transport in the 1970s, but its effectiveness has not been thoroughly examined. This research thus investigated the effectiveness by interviewing various stakeholders, observing the actual usage of priority seats, and conducting a questionnaire to compare the situation between Sapporo and the Kanto area. As a result, we were able to verify the effectiveness of the “special seat” system in Sapporo. We also collected information about the background to introduction of the system in Sapporo, including the voices of residents. Although we were unable to identify the process of its dissemination, we found that the keys to the system’s success were in the naming of the seats as “special seats” and in the awareness of Sapporo residents to comply with the system. The special seat system is worth applying to other areas if it matches the local culture.
