    This paper searches for some aspects of the evaluation system and the system of promotion by using the example of Iwate Prefecture.
    The paper reviews a large-scale organizational reform which included the introduction of a policy evaluation system in Iwate Prefecture. During the introductory period, this system centered on improving regional public management by reviewing the administration and finance system. The mature stage involved developing mechanisms for conversion and the participation of the inhabitants of the prefecture in the administration and finance system from the organization from which everything centered on the policy. The conversion period valued organizational management based on the new head's leadership.
    There was discussion on what kind of organization to make using the policy evaluation system and based on corporate principles of prefectural administration, and, as a result, the organization reform was completed.

    For the reconstruction from The Great East Japan Earthquake, disposal of disaster waste has been an important subject in the municipalities which suffered a great deal of damage. Although the National Government is advancing “area-wide disposal”, opposition from the residents of the acceptance side is strong, and it is not progressing.
    This paper describes the operation of law and institutional design for the area-wide disposal of disaster waste, and considers the process theory and, based on the findings of risk communication theory, considers a solution.

    Recently, local governments are required to deal with various social problems in the severe financial environment. A number of local autonomies have introduced the administration evaluation system in order to achieve an effective and efficient management of the autonomies. However, we have not seen as significant achievements as we had expected. Among the various factors which has been presented to explain the reason, I focused the matters of intercity comparison.
    In this thesis, I will firstly marshal the status quo of the administration evaluation systems in Japan, as well of the intercity comparison. I will then discuss the effective methodology of benchmarking through ‘Kurabe Jozu’, a benchmarking system for the autonomous bodies which is operated by Fukui City.

  • An empirical study on intergenerational equity through utilizing a new mechanism of local governmental accounting

    This paper used intergenerational equity analysis to show that the Ministry of Internal Affairs and Communications reform model accounting system which shows comprehensive information on full cost and stock and has been adopted by municipalities has utility for evaluation over the medium to long-term. In addition to confirming that there are technical limitations in individual evaluations, the paper noted the possibility and significance of the new mechanism of local government accounting information for evaluation.

  • Policy Analysis Based on the Public Opinion Poll

    Many policy makers in local governments think the regional and annual differences of people's life-satisfaction (PLS) indices have the great significance in the policy evaluation and the policy making process. For example, they always try to find whether the certain programs cause PLS's change or not, and how much influences each programs and projects have on PLS. This paper aims to develop the methodology to find the influence of policies on the regional and annual differences of PLS quantitatively. The main results of this analysis are as follows.
    1. We show the method to evaluate the total influence of the variance of a policy satisfaction level on the regional and annual differences of PLS.
    2. We find that, the shift of people's preference also affect the regional and annual differences of PLS, even without any policy satisfaction changes.

  • From the perspective of the duties of local government officers

    One issue with administrative evaluation is that it can feel like a burden and duty to officials. When we consider this issue, I believe that whether local government officials feel that the evaluation is to be effective is a necessary perspective. In this study, I focus on the theory of street-level bureaucracy in order to explain the features in the execution of the duties of officials of local governments. In addition, I focus on project evaluation as one model of administrative evaluation. This is because there is an accumulation of research on project evaluation.
    By comparing the features of the work of street-level bureaucrats and functions of project evaluation, this paper attempts to examine the effectiveness of project evaluation from the perspective of the duties of local government officers. The paper proposes a hypothesis that evaluation does not work effectively from the perspective of the duties of local government officers.

  • Toward a comprehensive evaluation for international development

    The Human Development Index (HDI) is one of the most internationally recognized development indices. Unlike the conventional economic indices, HDI considers not only economic but also educational and health aspects. HDI is often used as a “ranking index” to assess the level of development of a nation. However, the theoretical foundation of HDI, Human Development Theory, does not aim at proposing a “ranking index;” rather, it provides a perspective for comprehensive evaluation to clarify the problems that each nation needs to tackle for its national development.
    Therefore, reflecting the original idea of Human Development Theory, this paper tries to develop a new method of development evaluation to assess the “balance” of development of each nation, rather than “ranking” them. 141 nations which have the necessary data for statistical analyses are sampled, and Principal Component Analysis is used to decompose each of the 141 HDIs according to education, health and economic factors. The decomposed factors draw a chart of “development balance” and these 141 charts are categorized and utilized for a more comprehensive evaluation of development.
