      Among the various types of evaluation models, the Getting To Outcome (GTO) is considered to be a possible solution for the remaining issues among the School Evaluation in Japan. Being developed based on the interdisciplinary effort including community psychology, evaluation and implementation science, the GTO consists of systematic 10 steps with manual and worksheets which support program planning, implementation and evaluation comprehensively. In addition, GTO is characterized its flexibility to accept major modifications to create tailor-made GTO in each context with integrating existing research and theory, social climate to pursue accountability and funding, and a procedure to systematically integrate those contextual element, which is called Interactive Systems Framework, has also been developed recently. In this article previous empirical research and policy are reviewed to extract the elements necessary to conduct the effective School Evaluation practice, and integrate them into the GTO to develop a systematic and comprehensive manual and the tools for the School Evaluation.

      I served as a lecturer of the school evaluation seminar for newly-appointed principals. This research consists of what I had reflected upon the contents and features of the seminar. As a result, I clarified some features of effective methods for such seminars.

      Lao People’s Democratic Republic (Lao PDR) started school assessment applying the standard of School of Quality (SoQ) in 2010 and updated SoQ to be Education Quality Standard (EQS) in 2012. Ministry of Education and Sports (MoES) of Lao PDR launched discussion widely among concerned departments and development partners since 2008, but had discussed the characteristics of model schools and the minimum standard that all schools to fulfil since long. MoES introduced school assessment to disseminate the characteristics of model schools or minimum standard and to promote school improvement.

      Implementation of school assessment elucidates some issues in school assessment and in realising school improvement as well as lessons learned for whole education administration in Lao PDR. This study tries to contribute the school assessment and school improvement in other countries by elucidating the background, implementation methods, issues and lessons learned about school assessment in Lao PDR.

      In the field of evaluation of non-profit organizations, process evaluation had been played its major role in the past. However, increasing financial pressure of the government and growing civil sector created recognition as a new actor in the provision of public services. In this trend, demand for methodology development for impact measurement started to be discussed.

      Social Return on Investment (SROI) is an emerging methodology for impact measurement. Although many point out the space for further improvement, expectation toward the SROI drove the development and implementation of the methodology in US, Europe as well as in Japan.

      In this paper, based on the characteristics and development process of SROI, its potentiality for consensus generation for social value for increased productivity is discussed.

      The incorporated administrative agency (IAA) system was founded as parts of the reform such as central government offices in 2001.

      This system has been applied more than ten years.Meanwhile, government keeps IAA high performance with dual evaluation system; Commission on IAA Evaluation of each Ministry and Commission on Policy Evaluation and Evaluation of IAAs in MIC. But a new system is started because general act of IAA was revised in 2014.

      Therefore, in this paper, I analyze the accumulation of the result of the evaluation in the past before a new system and want to try consideration about the problem in the evaluation.

      “New Public Commons” is a policy announced by the cabinet office of Japanese government in 2010. The concept of the policy is to encourage multi-stakeholders to play an active role in providing public services. It is a challenge for both the government and citizens to adapt to the policy, as they used to enjoy economic growth by relying on the government to serve the Public Sector. Many local governments are now reviewing methods of performance measurement adapted to improve the efficiency of management systems, since they did not previously produce the expected results. This paper introduces a “Program Evaluation in Co-management of Local Government (PEC)” implemented in Toyooka city to replace the previous method of performance measurement. This report seeks to clarify the position of PEC as a role of evaluation for public management reform and to review the possibility of PEC based on participatory evaluation as an effective tool to help adopt the New Public Commons policy.
