    The ‘Project PLATEAU' announced by the Ministry of Land, Infrastructure, Transport, and Tourism in the fiscal year 2020, is a project aimed at developing and open-sourcing 3D urban models across Japan. By the fiscal year 2022, data for about 130 cities had been released, with plans to publish data for approximately 200 cities by the fiscal year 2023. The released data include ‘buildings' such as houses and buildings, ‘urban planning decision information,' ‘land use' indicating the purpose of land, ‘roads,' ‘bridges,' and more. This information serves as foundational data for various applications, including the realization of digital twins of cities.

    To realize Society 5.0, the Ministry of Land, Infrastructure, Transport and Tourism has been leading the project PLATEAU which is an initiative of developing and utilizing 3D city models. Asia Air Survey co., Ltd. has been participating in this project since the launch, FY2020, and working on the study and formulation of the standardized data product specifications and the manual for standardized data developing procedures. This paper summarizes the standardized product specifications of 3D city models for PLATEAU and the application of 3D city models to public surveying.

    Project PLATEAU has completed the development of 3D city models for approximately 130 cities nationwide as of FY2022. The scope of development will continue to expand in the future. In addition, there is a growing need for High-Detail 3D City models for use case demonstrations. This paper introduces examples of highly detailed 3D city models that have been developed to date.

    To further promote 3D city models, which contribute to solving problems in diverse areas such as infrastructure maintenance and management and disaster recovery, it is essential to increase the update frequency and maintain the identity with the actual city space. However, increasing the update frequency of 3D city models is difficult because they are maintained using existing survey results based on aerial photographs. Therefore, we developed an AI model that compares the aerial photographs used to create the 3D city model with satellite images, which are frequently taken, to extract changes in buildings, etc., and generated an updated priority map that expresses the difference between the 3D city model and the actual space.

    The eVTOL has been developed around the world as a next generation air mobility. Ministry of Economy, Trade and Industry (METI) and Ministry of Land, Infrastructure, Transport and Tourism (MLIT) created the public-private conference for the future air mobility revolution on flying vehicles in 2018 to discuss for realization of eVTOL operations in Japan. This article describes the visualization of collision with the obstacle limitation surfaces and 3D city models using 3D computer graphics software.
