A variety of PFI projects had been launched and implemented in BOT or BOO contract formula in the era of 1990's. Despite the boom, bust came to bring about finance and currency crisis. Projects had suffered from unexpected damages by discontinuous environment change. This paper traces the overview of this happening and argues appropriate policy, its necessity and Japanese role. Here, BOT and BOO is dealt as concrete formula of PFI though its definition is broad.

SLC (System Life Cycle) is a new working group (WG) organized in Project Management Society. The objective of this WG is to propose a novel framework to perform the information system life cycle management. The proposed methodology will be a systemization, which integrates information technology into management technology.

ISO-9000 series standrds were specified for "Quality assurance management" in 1987, which root was MIL-Q-9858 in American military specificatio, and ISO-14001 series standards were specified for the "Environmental management" in 1996. Both managements were required for the specified certifications by the auhorized organizations. On the other hand, America specified also same kind standards as QS-9000 for the automotive industries and AS-9000 for the Advancing Mobility, Land, Sea, Air and Space industries with each certification system independently, however these standards were constructed with ISO-9001(1994) in the base with the additional requirements on it. So IS0/TC-176 had been intending to revise ISO-9000 serise standards in more refined style as ISO-9001 (2000). I wish to introduce this changing movements with other management methods in nowadays as the referred knowledges for establishing the management system in each company.
