The goal of this study is to examine and understand the influence of Ildefons Cerda's concepts, particularly the "Street-Block" system, on modem-day Barcelona. To do this, we first outlined I. Cerda's Plan, focusing on his concepts for city planning. Second, we conducted an analysis of urban planning in Barcelona after the drafting of I. Cerda's Plan in order to understand the influence of the Plan on the city's urban evolution. As a result of our analysis, we conclude that I. Cerda's ideas played, and continue play, an important part promoting a healthier living environment for the people of the city. Even the "Street-Block" changed morphologically, it continues being the structural unit of Barcelona. Moreover, the urban interventions taken by Barcelona should be recognized as a valid method toward the revitalization of an urban area.

This study aims to identify the secular change and the characters of the industrial employment structure from the viewpoint of the city scale in Japan. The main conclusions are as follows, 1) From 1965 to 1995, the manufacture industry has been stable element of the industrial employment structure, and the industries that have become specific at the small city are wholesale and retail trade, while the wholesale and retail trade and the services at the big city. 2) The factors of diversity of the industrial employment, the light industry in the manufacture industry, the wholesale industry in the wholesale and retail trade industry and the business service in the service industry.

Reproduction of the declining shopping center in the central city area has been a subject in many district minor cities. On the other hand, there is a way which reproduces it by supplying a high quality residence there, and increasing settlement population. One of the enterprise techniques which realize it is Tsukuba system. We compared Tsukuba system with Equivalent Exchange system on enterprise profit, and it turned out that Isukuba system was advantageous in low floor are ratio type redevelopment, and became advantageous also in high floor area ratio type redevelopment according to a landowner's enterprise management policy.

This paper aims to investigate and clarify the procedures of treatment and redevelopment process of former factory and landfill sites known as brown-fields in the United States. Investigation methods are interviews and site visits. It concludes that U.S. have two applicable laws, such as national 'Superfund' law for highly contaminated sites and state's 'Voluntary Cleanup Program VCP' for low level of contamination with more linkage to reuse the site. It also clarified that while Superfund law strictly regulates polluter's liability, VCP exempts third parties liability to encourage reuse and redevelopment by developers and buyers.

This paper proposes a method of creating a virtual city space on a website using GIS-VRML with the aim of formulating a consensus-forming system for a townscape on the Internet. The effect of increasing the degree of reality of the virtual city was also investigated. A questionnaire survey on general visitors to the site revealed problems in involving citizens. The problems in the stage of creating a townscape on the website were examined by comparison with video images to select an effective method of formulating a virtual city space. Based on these results. the use of the created virtual city space for the consensus-forming system for the townscape on the web is discussed in this paper.

The "Charreit Workshop" which is used as a tool to make consensus in the new community planning process in the United States has been experimented in the city of Takahashi, Okayama prefecture by Kobayashi laboratory, Meiji University for 9 years. This study evaluates the substantial effect of the workshop by researching its chronological process, the improvement of the city's historical townscapes, and the educational merit for the residents and the student participants. Moreover, the framework composed of [planning], [space design], and [implementation] for the town building process is also discussed here and verified its validity.

The purpose of this paper is to analyze the present state and tasks of town planning in small districts, especially public participation and disclosure of information. Because of decentralization and the merger of towns and villages, the responsibility of local government has been changing and expanding. Now town planning in small districts in Fujisawa-shi and Setagaya-ku is unique because residents can exchange information and opinions with local officers and other residents. In conclusion, residents can participate more in town planning because of small districts.

The result were as follows ; 1) In recent years, scale of large-sized retail stores increase. 2) There is a tendency to have space in store, and it makes stores hard to close. 3) Number of Home Center and Senmonten increase. 4) Ratio of location around central district or shopping district decrease. 5) There are some difference in the combination of a type of industry.

The purpose of this study is to analyze the present condition of "Challenge-shop business" at national-wide local cities from the view point of making shops opening independently, and to clarify the factors in success and the development after opening at Chuo-Dori shopping street of Toyama city. The result are as follows. 1) It is hard to open shops independently for shopkeepers at "Independent-Development type" of "Challenge-shop business" at national-wide local cities, but at the case of Toyama, many shopkeepers open shops independently. 2) To prompt shopkeepers to open shops idependently, it is necessary for challenge-shop to rise ability to attract customers, and to connected with administration and shopping street association, etc.

Industrial sightseeing is noteworthy in diversification of sightseeing needs. It is defined as a sightseeing course to include at least one industrial heritage. Muroran City had grown up as a heavy industrial city and a port city until 1971. The present situation and issues of industrial sightseeing in Muroran City were analyzed through the questionnaire to participants of factories sightseeing event. Experience to make something in young generation, combination of industrial heritages and sightseeing boat to see natural coastal viewpoints, watching whales or dolphins and restaurants were requested and should be considered to make program industrial sightseeing.

The built-up area of Higashi-Muroran is divided by railway line. Elevated railway project surely solves the problem. So, members of Higashi-Muroran continuous elevated railway project research organization requested the project into Muroran comprehensive plan but it wasn't accepted. Muroran Chamber of Commerce and Industry requested to lighten criteria of the project choice. In 2000, the criteria of the project choice were relaxed by the central government. So, Higashi-Muroran area satisfies the criteria because superannuated overpass bridges to be replaced by new ones are regarded as railroad crossings. Activities of the organization were also reviewed.

The risk in terms of works due to dispersion in efficiency of construction works are analyzed using data in actual construction and Monte Carlo simulation method with PERT model. The improvement of production efficiency requires introduction of risk concept and theory of constraints (TOC) in schedule control. This report is the result of investigation of buildings which remain on the east and west parts in Southern Sakhalin during the Japanese colonial period (1905-45) in 2000 and 2001. We point out that there are about 260 buildings in existence and explain on the main 8 constructions during the Japanese colonial period. We report on the main facilities of six old paper mills, the hospital of the Karafuto garrison, the Toyohara carbonization factory which was first government-managed factory in Japanese colonial period, Oji paper company houses and Hoan-den shrines etc.

This report clarifies the process until constructing Prince Chichibu's lodge built in 1928, construction costs, amount of using wood materials, the original plan and its composition which Max Hinder had designed and the Hokkaido university made drawings, based on the documents and drawings which belong to Hokkaido University. This lodge is evaluated one of the existing works that expresses the style of Max Hinder and is the last work of his skiing lodge trilogy having produced a big influence on the lodge of Hokkaido afterwards, though it has not superior space composition too much.

This report complements PART 1 by giving an outline of the function items of the evaluation method of building performance. Here the word "function" is used from a viewpoint of adaptability to the purpose and precondition of the building, including the maintenance and recovery of this adaptability. Off Miyagi-ken Earthquakes have been occurred repeatedly with an interval of around 40 years. Twenty-three years have been passed since the occurrence of the 1978 earthquake and the next one is expected in near future. It is important to know the previous damages of the same type earthquakes for a prediction of damages due to a future event. In this paper, a literature survey on the previous Off Miyagi-ken Earthquake of 1936 was attempted utilizing local newspapers. Damage and related articles appeared in the newspaper are listed and their distribution is discussed.

2000.10.6 Tottori-ken seibu earthquake and 2001.3.24 Geiyo earthquake hit at Chugoku area, fortunately the extensive damage and economic losses did not occur though accelerations of lg or greater on the horizontal were recorded at several sites. Concerning reinforced concrete buildings, only one apartment building collapsed and one school building was severely damaged. A few numbers of buildings were moderately damaged. Objective of this study is to clarify the seismic performance of damaged RC buildings in two earthquakes using results of seismic evaluation method and data from the inspections. It is pointed out following results 1) it is difficult to evaluate the seismic performance only using seismic performance Indices Is. 2) it is necessary to consider concrete strength and defect sprung up at the constructions.

In this paper, new damage estimation method is proposed amd applied to Sendai city region. The advantage of the proposal method is to make it possible to recognize the relation between multivariable and damage rate as a certain pattern of the system in real-time. The method can lead to estimation of total number of damaged wooden houses with little information. The validity of the method is examined using damage estimation data executed by Sendai city.

On October 6. 2000, an earthquake with the magnitude of 7.3 hit the western part of Tottori prefecture. Although the earthquake was bigger than Hyougo-ken Nanbu earthquake in 1995, fatality numbered zero and completely destroyed houses was no more than 360. However, many houses were damaged by liquefaction at reclaimed lands along Sakaiminato-city and Yonago-city. The authors made the questionnaire and survey relating to the damages of houses due to the liquefaction in Abe-Hikona housing estate. This paper presents the results of the investigations. On October 6. 2000, a great earthquake with a magnitude of 7.3 hit the western part of Tottori prefecture, which was named The 2000 Western Tottori Prefecture Earthquake. The earthquake was characterized by the liquefaction occurred in the reclaimed lands around the Yumigahama peninsula. In Abe-Hikona housing estate, many houses were also damaged by the liquefaction. The authors investigated twice the relationship between the liquefaction and the damages to house foundation in the area after the earthquake. This paper presents the results of the investigations, including the depth contour of liquefied sandy soil layer, the statistics for the inclination of the houses and for the types of house foundation, and the correlation between them, etc.

200 1.3.24 Geiyo earthquake hit at Chugoku and Shikoku area, fortunately the extensive damage and economic losses did not occur though accelerations of Ig or greater on the horizontal were recorded at several sites. Analytical studies conducted on the instrumented eight story steel reinforced concrete building which experienced ground accelerations of about 0.2g during this event are presented in this study to demonstrate the ability of nonlinear response analysis to predict performance of steel reinforced concrete buildings subjected to strong earthquake ground motions. Quite good correlations were obtained between the recorded and calculated response of the building.

A lot of hospital buildings in Kobe area were damaged by Hyogoken-Nanbu earthquake. But the precious teachings are not reflected in emergency medical treatment system. The questionnaire was performed in order to clarify the present condition of earthquake disaster measures of hospital in Sendai and Kofu city. Consequently, it turns out that the measures are not progressing in the hospitals and the doctors are interested in base isolation system. In this paper, the seismic values of seismic isolated buildings are compared with seismic resistant ones. We propose an evaluation method of seismic value of hospital buildings based on value engineering concept.
