This article proves that cultural institution has the potential to make a contribution to the promotion of regional policy, based on the analysis of activities by cultural institution to community renovation.
In Nagahama City, Shiga Prefecture, the public museum offers the opportunity for regional study to the citizens; it shows that the museum contributes to the improvement of regional space, landscape and community renovation on social development.
Supported by a higher-level regional policy for community renovation, the museum has a positive effect on the management and the community development in cooperation with citizen.

In light of transformations throughout the international environment, namely globalization and democratization since the 1990's, international cultural relations for civil society has become recognized as requisite. Therefore, the Japanese government focuses on Japanese popular culture with its background of worldwide popularity. In this paper, the government's role in the commercial distribution of popular culture is examined by observing the questionnaire of the Ministry of Foreign Affairs. This paper asserts that the role of the government is to revise unbalanced cultural content, to inform Japanese culture as it's background and to supply Japanese popular culture to developing countries.
