Cultural Law is the study field which to examine the legal profit of cultural sector. Little is known about the study of cultural law except cultural heritage law and copyright law. The purpose of this paper is to show what kind of problems there are in cultural law and how we approach to that field.
First I would like to explain where cultural law stands in the legal studies. Secondly to extract the principles of cultural policy from considering the interepretation of the freedom of arts and the provisions regarding to culture and arts in State's constitusional law in German. Finaly I point out some problems of cultural law.

A Purpose of this paper is to analyse theoretically contemporary Japanese cultural policies from a point of view of cultural sociology. Japanese cultural policies have had the following set of three strategies, managed by the Agency for Cultural Affairs, and have co-existed between traditional culture and other cultures. Compared to the supply side, there are few theoretical studies for the demand side of arts and culture. In this paper, using Becker's household production model, we analyze the “cultivation of taste” caused by education and the effect of education on the demands for cultural goods. As the result of our analysis, the conditions for the increase of the demands for cultural goods are shown. Especially it is pointed out that education has different effects when it improves consumption abilities or professional abilities.

When studying the economic impact of cultural industries on the region with the Input-Output table, we find the cultural industries have a considerable multiplier effect on the economy in Tokyo. This effect has the remarkable characteristics of revitalizing the service industry, and expanding economic activity in the region. Compared to the new railway construction, the arts characteristically tend to induce more production in Tokyo. However, compared to the New York-New Jersey Metropolitan Region, the economic impact of the cultural industries in NY-NJ is much greater than that of Tokyo.

This study is the research on the activities for the formation of amenity by the Ohmihachiman JC. The activities had three purposes. One of them was the preservation of the Hachiman-bori (Hachiman moat). The Ohmihachiman JC realized it about ten years ago. And then they aimed to realize the others. The others were what Ohmihachiman to be the commercial culture city and the establishment of the International Museum of Commerce. These are not realized now. But now is the best time to think about the value of them.

The essential purpose of this study is to ascertain whether establishing a club tem of the J-League can revitalize a community. Kashima has developed in to the Kashima Coastal Industrial Region. However the establishment of the industrial basis was not accompanied by urban infrastructure for enriching people's lives in the community. The government of Kashima established the Kashima Antlers FC in cooperation with adjoining towns and enterprises. The J-League gave a strong impact on the Japanese in general and local regions as the games started in 1993. From the results of the surveys, the impact of establishing the Antlers on people's lives in Kashima was remarkably large.

A local government constructs a museum and consigns its management to a nonprofit corporation established by the government. Since the latter half of 1980s, this privatized public museum has been increasing, accompanying the movement of administrative and financial reforms in Japan. This paper explains managerial models of the privatized public museums and outlines the growth, background, and intended advantages of the privatized public system with current criticisms. Lastly, this paper introduces actual cases of privatized public museums in a prefecture and a government-ordinance-designated city to review how they are managed and to make a proposal for future management.
