    ABSTRACT:At the beginning of the Meiji era, the predecessors’ dream that had started planning the port at the coast along Ishikari Bay were not achieved. However, it has developed into the construction of the Ishikari Bay New Port in which the Zenibako sub-port at the coast along Ishikari Bay become basic afterwards, a local characteristic is made the best use of, and it aims at the development of the regional economy by the rationalization of circulation in addition.

    Then, this paper is the one that the process is clarified though this thesis becomes the Ishikari Bay New Port that receives the request of economy and society by the Zenibako sub-port plan to aim at the wood handling that Otaru City industrial development, and is expected as a distribution base in the coastal areas along the Sea of Japan.
