    ABSTRACT : In this paper, the authors conducted field survey on the residents of the Fishery Village in the southern part of Miyako City, Iwate Prefecture regarding their living and fishery activities three months after the place was hit by tsunami resulted from March 11 Great East Japan Earthquake. In the four villages of the Miyako Cityt, the fishery cooperative association focused on the restoration of the district immediately after the disaster, and by their immediate response with the situation and by self-initiative and mutual assistance, the fishery production activities resumed immediately in just two months after the disaster. These efforts based on survey results will be outlined in this paper.

    ABSTRACT: This study clarified implementation status of measures on integrated coastal management (ICM) provided in Basic Plan on Ocean Policy (BPOP) based on review of Government Annual Report on Implemented Measures on Ocean (GAR). It was identified that implementation report rate of measures written in the previous BPOP is 67%, whereas that in the current BPOP is 87%. Thus, it is judged that more constant and stable implementation of measures on ICM has been realized. On the other hand, implementation report rate of the GAR 2010 falls below 50% on the measures in the previous BPOP, and there are no implementation report in the GARs on two measures in the current BPOP. Further analysis on causes of the above status is vital to choose necessary measures properly and to further enhance implementation rate of measures on ICM for next BPOP. Moreover, it was clarified that measures implemented by the Administrative Office of the Headquarters for Ocean Policy (AOHOP) as a coordinating body comprise merely 5%, and those implemented by several ministries comprise 16% in the GAR 2016. Considering that intersectoral integration is an essential element of the ICM, further study is necessary to assess role played by the AOHOP as a coordination node.
