    This study presents results of questionnaire surveys to determine weighting factors of coastal environmental elements, which constitute natural environment of the coastal zone and field studies to measure values of these elements at 12 major coastal sites along the Kyushu. By using the acquired weighting factors and values of the coastal environmental elements, proposed is a new methodology to evaluate the degree of physical environment and bio-chemical environment at the specific coastal sites. A relationship between characteristics of the respondents and the relative important factors of the elements is identified and environmental characteristics of the study sites are discussed.

    今後の大規模な海上空港や港湾の開発において整備方針を定めるためには,周辺の環境や利用に,十分調和した諸施設を整備する必要がある.そのためには,住民の意見を可能な限り広くくみ取ることが必要であるが,それらの諸施設が完成した未来の写真でもない限り,住民は実感を持って評価することができないであろう.本研究においては,まず,九州の127 海岸を対象に環境利用に関する現地踏査を実施し,さらに,そのとき得られた海岸の写真画像をホームページに掲載して画像上での環境評価を行ったその結果,現地調査と写真画像の評価結果を比較し一致度を確認したまた,波の屈折や回折を考慮した数値解析により得られた波形をCG画像に取り込みリアルな海岸光景を作成し, CG画像が持つ可能性について考察した.

    In recent years, Commons theory is in the limelight as the technique of sustainable management of common pool resources. This research was aimed at the rules of the sustainable management of common pool resources currently performed in minami-jima in Ogasawara Islands.

    As a result of research, the following thing becames clear that the present Commons is not being materialized in a simple user group but cooperating with administration; And it is very close to the concept of ecosystem management. Next, in order to observe rules, it is very importantthat the existence of a tourist that is called 'Stranger'. Finally, those who improved the social economy system are that operation of an autonomous rule was completed without depending on surveillance or penal regulations.

    Exploring the "SATOUMI (coastal cultural landscape) ", this research attempted to understand the way that coastal nature environment should be through viewpoint from human and tideland. First, the method of the study was interview. Second was HEP. The results are shown below.

    ①Concept of Residents and citizens toward to the tideland is same. Their goal in utilizing tideland for the food of the community is the same. Yet, the residents request that has economical value; the citizens request it has a more intellectual value.

    ②The degrease of support fence for laver culture was grown worse the Short-necked Clam's habitat. So, the tideland's value for habitat was downward tendency and impact was large.

    The objectives of this study are to discuss the characteristics, significance and subjects of Coastal Water Zone Management System in China with focusing on "The People's Republic of China Water Zone Management Law". This management law, which has been established due to the necessities of adjustment between the increasing need to use coastal zone and the industry sections, is constituent of 8 chapters and 54 articles. It is the first law declared nationalization of the coastal water zone, with typical systematic attributes containing introduction of the zoning system and the right of using system, onerous usage of coastal water zone, and establishment of auction and bid system. It obviously aimed on the introduction of government efficient management and marketing mechanism. However, the law is companied several issues of efficiency and fairness.

    A port logistics field in Japan needs to aim at "realization of the service and cost level which is internationally equal to other countries " and needs to recover the competitive power in the international port market. A super hub port design is taken as a measure of the hardware and the promotion of deregulation and introduction of electronic data interchange (EDI) to port procedure is taken as a measure of the software. In these circumstances port logistics companies are required to deal with these change to survive.

    The purpose of this paper is to clarify the specific entrepreneur consciousness about a port transportation problem and countermeasures, and to support for what policy should be taken for the policy realization towards in the future. A questionnaire is carried out to about 1000 companies of Japanese port transportation enterprise. The analysis shows that the port transportation enterprises think that the classifications are as same as the hypotheses that we have supposed. It turns out that "Reduction in a job volume" and "A dumping demand" are thought as important problem, and "Differentiation in a related business field" and "Correspondence to deregulation" are thought as important countermeasures. And, the difference of consciousness by the enterprise in the five major ports and local ports become clear. The enterprise in the five major ports think "A dumping demand" as important problem, and these in local ports think "Correspondence to deregulation" as important countermeasures.

    The box model was constructed for Sekisei lagoon in order to evaluate water exchange in coral reef region. The transport coefficient was calculated using data obtained from in-situ monitoring, and the applicability of the box model to coral reef region was examined. As the result, in making to be the order between calculated transport coefficient and transport coefficient obtained from in-situ monitoring from the box model, there was the comparatively good consistency, and it was able to indicate the adaptability of the model to coral reef region. And, it was estimated that the time of the water exchange using transport coefficient in Sekisei lagoon was about 11 days.

    The pollution and change in ecosystem of closed sea area are considered as important problems in the world . Remediation techniques of water and sediments are needed for the recovery of natural purification in closed sea area. In this study, applicability of the floating vessel of seawater treatment to remediation technique of water in closed sea area is examined. As a result , it was found that the suspended solid of 80% is removed and the decrement of COD in seawater is about 18% using treatment system on the floating vessel. In addition, the DO of treated seawater ranged constantly from 6.0 to 7.0 mg/l, independent of seawater before treatment. Therefore, using the floating vessel of seawater treatment, it is possible to improve the anoxic condition and transparency in closed sea area. Furthermore , this vessel is able to cope well with red tide.

    This study investigates the difference between areas around fishing ports and other areas of the Metropolitan coastal zone. We categorized the fishing ports according to the process of how fishing ports have changed, and then, from the categorization by type, after which, we analyzed the structural changes of the land use in terms of the distance from the coastal line in comparison to the entire coastal zone.

    The results show that the occupying ratio of industrial land use in the areas around most of the sampled fishing ports is low, and the occupying ratio of residential land use is high in these areas. Since the areas of all the types of fishing ports indicate the same results, we suspect that the condition of the location of the ports that are similar to the land use of the inland areas is one of the factors that caused the results.

    The ocean is a vast space and contains immeasurable resources such as biological resources and mineral resources, and the means for harnessing these resources is being studied. Moreover, our country is surrounded on all four sides by the ocean. We have had flourishing fishing and shipping industries since olden days, and we have been referred to as a maritime country which has benefited from many things the ocean provides. However, it is said that public concern about the ocean is low.

    One of the causes for this is that people haven't been educated sufficiently about the sea. Students should be made aware of the continuous interest and concern of the , ocean. Consequently, we gain an understanding of the present situation of sea education through textbooks, during the period of compulsory education when students are more susceptible, and look for an ideal direction of sea education for the future.

    Dredging work of narrow navigation channel like Kanmon Channel is often restricted by such conditions as strong current, congestion by large ships etc. As a result, current dredging method using grab bucket dredger is not efficient and requires a long period of dredging work because of work time restriction by strong current and need for securing of ships'navigation. Therefore we initiated research of dredging method using under-water robot that enables ships'navigation any time. The research includes investigation of dredging methods, type of vehicle , dredging equipment etc. Here we report the result of model test and numerical simulation on stability of under-water robot in strong current.

In the former paper, the authors reported the result of model test etc. on stability of under-water robot in strong current. In this paper the authors report the result of model test and numerical simulation on behavior of the robot and the ship when a ship passes over it.
