    Generally speaking, the 21st century belongs to environmental era. As we talk about environmental issues, the recycling-based society which has a friendly and simple message is often used as a keyword. The recycling-based society is a new word that created early 1990's and has been used widely after the Japanese Government enacted the Basic Law for Building the Zero-Waste Society in 2000.
    The direction of the recycling-based society is to promote a Zero-Waste Economy and Society, which is intended to remake the mass production, mass consumption and mass disposal as a society of the 20th century. The recycling-based society is new, so we have to clarify the relationship between recycling-based society and food-system. In this symposium we discuss the role of the foodsystem concerning to promote the recycling-based society and bring up the challenges and vision of the research. The more important recycling-based society, the more structural changes in the food system. These changes were caused by five factors (consumer, firm, innovation, regulation, circumstance). Based on the changes, 4 reporteres give a presentation of a new relationship between recycling-based society and food-system.

  • Concerning the Revised Food Recycling Law

    A food recycling law was enacted in 2001 for the purpose of planning security of the effective use of the resources which modified food and generation restraint of the food waste.
    This law was reviewed for he enforcement situation such as the recycling after enactment five years. Subsequently, a revised food recycling law was enacted in 2007. As for the revised food recycling law, 1. Reinforcement of direction to food-related businesses, 2. The treatment about the quantity of food waste generation of the franchise chain, and 3. A efficient action to recycling of foodrelated businesses are main revised points.

    Seven-Eleven, the Japanese biggest franchiser of convenience stores, is making efforts to reduce wastes and to enhance recycling activities in all phases of production, transportation and retailing. Recognizing that the residues in food factories are potential and promising resources, Seven-Eleven is trying to put such materials to better use as animal feed in particular. Expertise and a lot of experiments are needed at the same time, and a commercial enterprise is being achieved by means of collaboration with hog breeders, experimental stations and universities.

  • Collaboration of Yuza Town, Hirata Bokujo, and Seikatsu Club

    From 2004, Yuza town, Hirata Bokujo, and Seikatsu club have struggled to execute the Esamai (rice production for feed) Project, which is intended to improve food self-sufficiency. This difficult goal is exacerbated by different imported cereals prices and high rice prices. Nevertheless, Esamai production has increased; this project has come to attract attention. We clarify relations among subjects, factors supporting its continuance, and likely future conditions.
    Yuza town and Seikatsu club entered into a direct marketing tie-up of rice from 1971. The quantity is 50% of Yuza town's production volume and 60% of Seikatsu club's traffic: both are important partners. Hirata Bokujo and Seikatsu club have had a direct marketing tie-up of pork products from 1972. The quantity is 40% of the Hirata Bokujo production volume and 70% of the Seikatsu club traffic: both are important partners. These three partners understand the importance of these relations: each bears increased costs.

    Biomass acts an increasing role to achieve sustainable developments. The food systems should enhance utilization of their possible resources such as wastes and residues in the situation that the energy use of biomass resources in Japan delays compared to that in other developed countries like the EU. The dedicated use of agricultural products for energy may raise serious repercussions back to the food systems. The paper makes a review of the recent features of bioenergy development focusing mainly on biofuels for transport. The major conclusions are as the followings.(1) Biofuels expansions in the EU and the United States actually depend heavily on promotion and supports by the governments and, in this context; these policies are characterized as alternatives of the previous supports such as export subsidies and deficiency payment-like subsidies.(2) The recent hike of food prices in the world market on the other hand has not been caused solely by the biofuels expansion, while the level of the prices alleged to be serious for poor countries are not necessarily very high from the historical views.(3) The author is negative to the opinion that Japan should follow the movement of the biofuels expansion.

    The ‘pragmatic administration’ of President Lee Myung-bak has expressed its serious concern for the food policy. Under its plans to implement a consumer-oriented agricultural policy, the government has demonstrated its commitment to rectify the dysfunctional structure of food-related sector. While the agricultural policy does include various improvements, it falls short of the fundamental reform needed. As such, this paper offers proposals on how the government could resolve major issues related to food policy.

    The National Agricultural Products Quality Management Service (NAQS) in the Ministry for Food, Agriculture, Forestry and Fisheries (MIFAFF) takes charge the management of quality and safety for agricultural product. Good agricultural practices based on Agricultural Quality Management Act and certification system for environmentally friendly based on Environmentally Friendly Agriculture Promotion Act are the main axes. Traceability is required for the good agricultural practices. The NAQS also put into operation systems for quality test (agricultural products test, grain code, standardization) for quality control, safety examination for safety management, feed inspection, geographical indication, indication of origin, and agricultural products management for GMO.
    Korea Food & Drug Administration (KFDA) in the Ministry for Health, Welfare and Family Affairs (MIHWAF) takes charge of certification of HACCP and post-management for food. However, National Veterinary Research
    Quarantine Service (NVRQS) and Korea Livestock Products HACCP Management Institute, and local government take charge of HACCP for livestock products.
    Meanwhile, Animal Products Grading Service takes charge of livestock products grading system (beef, pork, chicken, and egg) to manage the livestock products quality. Indication of origin (at restaurants and counter) and beef traceability are operated for safety management.
    Agricultural quality management system in Korea contributed to promote the quality connected with brand policy in very short time. However, safety management system has insufficiency in big framework. For example, enactment of Food Safety Act, introducing of Risk Analysis System, foundation of Risk Assessment Organization, and systemization of Risk Communication function, etc.

    Marketing structure change resulted from retail marketing innovation in Korea. Retail stores, especially super markets, have been changing to bigger and chain stores. As super markets are being oversupplied, competition between super markets is also intensifying.
    The typical competition methods between super markets are price and differentiation. Super markets lay weight on contract transaction rather than spot transaction for stable supply of differentiated products.
    Purchasing behaviors of super markets have been making various marketing channels.

    The conception and the structure form of food system starts to establish in China. To develop the food industry requires that agriculture cooperates with food industry systematically. The development of retailing improves the communication between customers and farmers. The expanding of food trading provides good environment for the food system establishment in Eastern Asia. The innovation of China produce wholesale market is the result of environment changing and food system developing. The wholesale market improves its logistics function by building and reforming the basic establishment. It upgrades the its modernization level by enhancing the management and services. The wholesale market plays a main channel role in the produces sales chain.

    Firstly, this paper described the structural characteristics of China's food system and the profile of food safety problems, and introduced the improvement in laws and regulations and the trends of administrative measures in food safety management. Because the information asymmetry is the main cause of imbalance on food safety market, as a means of information communication, the traceability system plays an important role in developed countries' food safety management. Based on the existing operation status in China's food system and case studies of Beijing's vegetable industry, this paper defined the characteristics and conditions under which this system can operate in China.
