    The Study Group of JSIP about the Regional Financial Institutions and Academia Collaboration System was established to consider what was needed to create innovations through clarifying the state of Financial Institutions and Universities collaboration and their regional contribution activities. Ten years have passed since the establishment of the Study Group, the environment surrounding regional financial institutions and universities has also changed significantly. This paper reviews the history of the Study Group over the past 10 years, and reports on the results of the surveys on the issues obtained from the activities of the Study Group.

    Human resource to support science and technology innovation work in a human network composed with scientist, entrepreneur, business person and other citizens. Goal of our study group is to make their state of mind clear by investigation of their thought, judgement and behavior. A person has binary aspect of mind as an individual and an organization man. Although in an organization, they have rather stronger aspect of organization man but in collaborative projects, the organizational aspect becomes weaker and efficiency of operation of the project decreases because of rather ineffective sharing of understanding and tacit knowledge. Our research is in process where the human network has been investigated from 3 points of view as economy, society and human resources to solve their state of mind.

    Industry-academia open innovation has been left behind. Now is the time to go back and verify.

    We have begun work on researching best practices based on case studies. It is most important for companies and universities to understand the internationally standardized innovation management system and implement activities based on ISO56002.

    In this paper, the academic activities and achievements of Regional Social Implementation Study Group activities, along with the survey results for small to medium enterprises are analyzed from the viewpoint of this special feature articles, regarding the promotion of industry-academia collaboration focusing on research in the social science field. Consequently, the implementation for the society of social science research are facing difficulties that their functions are not clear and the results can't be quantified. The direction of the solution is to study and systematize the implementation techniques of sociology research. Additionally, the possibility of the needed results of implementation for small to medium enterprises should be "company perceived value", instead of "the company value" is suggested.

    The Research Group of Comparative Study between Korea and Japan was started in JSIP in 2018. The research group is aiming to study "Innovation Model" based on "Seeds" or "High-tech" as the research results in Universities, from the viewpoint of technology transfer and education, especially advanced industrial skill training in Universities. Under the collaboration of Korea Society of Industry-Academia Cooperation, Japan-Korea research workshop had been held several times and many opinions were discussed there. Through these research group's actions and comparison of statistical data, we can clarify that industry and universities collaboration in Korea has been rapidly progressed. Based on this comparison study, the questionnaire survey to all universities in Japan concerning to the differences of organizational structure for Industry-Academia Collaboration has been made by the research group.

    Filing a foreign patent is extremely expensive. The indirect costs have a major impact on corporate earnings. Therefore, firms must manage the cost of filing for a foreign patent by forecasting such costs in the forthcoming fiscal years and including them into their management strategy. However, costs vary with the timing and number of inventions, thus complicating cost forecasting. Thus, firms need to use simple methods to predict foreign patent costs for the fiscal year in question by referencing the previous year's actual numbers. The present study compares multiple statistical forecasting methods to find a more accurate method of estimating foreign patent costs, particularly for the United States, and to apply this method to corporate practice. The study found a precise method of forecasting future overseas patent costs by selecting the most appropriate methodology for the existing circumstances from among multiple forecasting methodologies by using a certain algorithm and developing a forecasting system.

    From the viewpoint of improving the competitiveness of Chinese automobile manufacturers, this paper takes German joint-venture auto manufacturer- BMW-Brilliance as a representative example and clarifies the progress of local procurement. From the efforts of human resources development of BMW-Brilliance, it can be found that local procurement of BMW-Brilliance is proceeding. Especially at the development stage, there are frequent guidance and support to suppliers.

    In terms of talent education, in the early stage of joint venture construction in China, BMW Brilliance has introduced education plan called Dual system. BMW Brilliance has not only made contributions to the training of local suppliers but also to the training of local talents.

    In many universities, especially regional universities, because they are far from industrial centers, urban areas, marketing and licensing activities of university intellectual property are not sufficient to pursue rights or licensing. On the other hand, although many companies change their minds from closed to open innovation, they cannot necessarily contact efficiently with university intellectual property, they have interested in. In this paper, we introduce our trial for the establishment of effective system, "intellectual property marketing system", to improve the present situation, for pursuing rights, owing, and utilizing of university intellectual property.
