    The sponsored or joint researches with foreign companies are quite few though industry-academia-government collaboration activities at universities have steadily progressed as a whole. Both international patents and sponsored/joint research with foreign companies are essential to strengthen the global competitiveness of industry and to invigorate research at universities. At each university, it is vital to establish a clear policy for the international industry-academia-government collaboration and to take the following measures: (1) Development of IP experts with international skills (2) Strengthening international legal function (3) Strengthening disseminating information overseas (4) Establishment of international patent applications strategy (5) Creating the system to support universities in the region. The government needs to support these measures.

    Japan Science and Technology Agency (JST) aims to create Innovation as a core organization for implementing Japan's science and technology policy in line with the objectives of the Science and Technology Basic Plan. JST is promoting of consistent research and development from basic research to commercialization with particular emphasis on the creation of new technological seeds. And also, JST is upgrading the international infrastructure for the promotion of science and technology, including dissemination of scientific and technological information. This paper describes two programs which have strong ties to International Industry-Academia Collaboration Activities. One is the "JST Patent Application Support System to Overseas" which supports patent application to overseas originated from Universities and TLO's research activities. The other is the "JST Strategic International Cooperative Program" which supports the international exchanges between researchers.

    In order to promote industrial technology of our country, we need to promote not only domestic but also international industry-university partnerships, as the globalization of all fields including politics and economy are expanding.
    It is necessary to enrich and promote the supporting projects of public research supporting organizations, as well as to strengthen the cooperation system of university and public research organizations. This article introduces these outlines, positioning and implementation conditions about some supporting projects of industry-university partnerships which New Energy and Industrial Technology Development Organization promotes.

    We need to take the appropriate responses to export controls on goods or technologies to promote international industry-academia collaboration. There is no excuse for violation of transfer no matter how excellent the technology is as results of someone's study in a specialized field. Especially violation of security-related laws on export control harms efforts to maintain world security and peace.
    At this article, the author is discussing controlled items, the guidelines and the basic principles of Export Control Law, and efforts by AIST for it.

    This study analyzed the process of commercialization through the industry and university collaboration, in order to reveal the prerequisite factors for successful collaboration in each stage of foundation, research, development and commercialization.
    The most important things found in this study are the detailed business plan, the mind and leadership of the partnering company. The study also suggests other important factors as follows: 1) core competence of a company, 2) research potential of a university, 3) matching of needs and seeds, 4) each member's autonomous action and its appropriate management, 5) continuous collaboration.
    Based on the concrete cooperative research project and its process analysis, the R&D stage map for the industry-university collaboration is proposed in order to effectively manage the collaborative activities from cooperative research to development and commercialization. The map can be applicable to lead the autonomous action of members involved and its appropriate management. An increased number of analytical cases would be required to improve the map and verify the effectiveness of this model.

    Based on the hypothesis that there is correlative relationship between research evaluation and industry-academia collaboration when the both are implemented effectively, I analyzed the correlation between research unit evaluations and representative industry-academia collaboration activities in AIST. It is revealed that there is correlation (0.2≤|R|<0.4, weak correlation, 5% significance level) between research project evaluation scores and the number of joint researches and the number of foreign patent applications, and there is little correlation (0.0≤|R|<0.2) or negative correlation between the scores and the other activities (the number of technical consultations, the amount of outside fund, the share of outside fund, the number of technical trainees, the number of guest researchers, the number of domestic patent applications and the number of venture company establishment). Although limited, it is examined that there is correlative relationship between research unit evaluations and industry-academia collaboration activities. In the future, it will be important to analyze the correlation between research evaluations based on research outcome and industry-academia collaboration activities, and study what they should be.

    Based on the hypothesis that there is correlative relationship between the evaluations and the concreteness of the activity plans of the units in charge of promoting industry-academia collaboration, I analyzed the correlation between the evaluation scores and the description concreteness levels of the policy statements of research supporting and administrative departments in AIST. It is revealed that there is strong correlation (0.7≤|R|≤1.0, 5% significance level) between the evaluation scores and the description concreteness levels of the units in charge of promoting industry-academia collaboration. The hypothesis is examined. Additionally, in case of the whole of the research supporting and administrative departments, it is revealed that there is moderate correlation (0.4≤|R|ƒ0.7, 0.001% significance level) between the evaluation scores and the description concreteness levels. In the future, it will be important to study what the activity plans of the units in charge of promoting industry-academia collaboration contributing to research outcome and research activities and the evaluation of the contribution should be.

    This article examines the analytical results for willingness of manufacturers on Industry-University cooperative research using actual data which based on questionnaire survey to the chemical and machinery industry.
    The results reveal that 1) manufacturers have great expectations and positive purposes to the academic science in the search for truth, 2) manufacturer's advantage of interaction with university is not only getting directly result which connected to their own business, and 3) manufacturers consider that it is the most troublesome problem for them to be in the long-term orientation of university faculties.
    And this article indicates that 4) there is not so much difference between small-scale manufacturers and large-scale manufacturers in their purpose of research collaboration, as well as expectation and problem recognition, and 5) the difference by the industry's experience has a significant influence to their willingness on I/U cooperative research.

    In this paper we aim to classify reasons why our entrepreneurship education program turned out to have made only a few participants decide to become entrepreneurs. In order to accomplish the objective we conducted questionnaire surveys among graduate students of the entrepreneur course at Utsunomiya University. The findings are classified as follows:
    1) The vocational education provided at Utsunomiya University has not been sufficient enough for the students to develop their own views of profession and career. Our career-oriented course was not necessarily to train students as entrepreneurs.
    2) Graduate students do not show much interest in enterprise and industry or after all the society itself. So they could not find any proper opportunities for them to actively study and solve problems confronted in our region.
