    It consists of "Intellectual Production", creation of "Intellectual Property", "Innovation" (Creation of new Business/Industry)
    I want to estabish the Theory of Intellectual Production and to contribute to Japan Society.

    The aim of this study is to review typical previous domestic and foreign papers regarding University-Industry Collaboration (UIC) of the last 20 years, and to extract suggestions for the future research of UIC. As a result of the study, the previous works were able to be classified into three categories. The first category is from the point of view of innovation, where UIC is the driving force of knowledge and/or technology transfer through such activities as joint research. The second concerns the impact of UIC on the research carried out by enterprises and universities. The third category is an approach from the Sociology of Science concerning the research productivity of UIC from the aspect of creating new knowledge through UIC activities. For the last ten years, the submitted scholarly papers concerning UIC in Japan have been relatively low compared to other countries including developing countries. It is extremely important that researchers in different fields should superstruct a new cross-sectional science field for UIC.

    A purpose for this research is to resolve software development issues studied by a legal research group and a technology research group. Another purpose is expanding those techniques to different issues. We have established a legal research group to find a software-tag in detail as a solution for software development issues. Members of a legal research group participated in this matter as a legal experts as they analyzed the judgments, brought up problems, discussed problems with a technology research group, and succeeded in the problem-solving. Finally, we will discuss adapting these collaborative techniques to different issues.

    Most SMEs are not active in innovation due to their limited resources. In some regions including Sendai, activities for supporting SMEs innovation have achieved good results.
    This study analyzes the activities of Prof. Hokkirigawa's team in Sendai that has collaborated with SMEs to create new products, and examines their regional functions; the function of providing the knowledge for product development as well as the knowledge for commercialization, the function of partnering with regional SMEs, and the function of stocking and transferring the knowledge.

    In the government-university-industry collaboration, people can understand each other much more by newspapers which take "communication, information, and society." This study analyzed news articles of the government-university-industry collaboration which had been written from 2003 through 2008 by the reporters of a newspaper company which specializes in business and industrial affairs, the Nikkan Kogyo Shimbun.
    A database on the 1761 news articles was made. It indicated the number of the news articles was increased in some fields and decreased in other fields for the six years. In the field where the number of the articles increased extremely, it was found that government policies did not contribute to the number much, but the serial news articles in the newspaper company did. It was also found that specialized professional articles were mainly written by a specialized reporter on the important government policies. In addition, the analysis revealed that the newspaper company and its reporters have continued to write articles in the field where the government has decreased to help.

    Results of 48 R&D themes of the Industry-University-Government Collaboration Program in Iwate (2000-2004, -2007), supported by Ministry of Education, Culture, Sports, Science and Technology and Japan Science and Technology Corporation are discussed in the points of bringing-up the themes. "Needs-based themes" can advance stages filling the requisites to the industrialization. "Wide range basic themes" have merits to advance to collaborations with companies. In "Seeds-based themes", key points of the stage advancement are to select suitable themes considering study processes. Characteristics of the themes in five R&D fields, collaboration with outside-region companies and universities are discussed. Liaisons by a group from different specialists and with view points of cultivation of the seeds to the industrialization are necessary.
