    It is inappropriate to evaluate activities for establishment of industrial property rights in small and medium enterprises (SMEs) with averaged information about them. Even technology-oriented SMEs are classified into several groups with respect to activities, and their majority is not enthusiastic about securing their rights. This reveals that intellectual properties owned by SMEs have not well been established and protected as industrial property rights. Although risk of technology disclosure and lack of relevant knowledge should be considered to make SMEs negative, recent globalization of business activities urges them to have proper strategies for protection of intellectual property rights, such as selective but increased foreign applications and documentation of know-how. However, neither such intellectual property strategy nor the methodology of the documentation has not been established yet in the management of SMEs. It is the integral part of industry-university cooperation to support the activities for protection of intellectual properties of SMEs through education and academic research.

    Our previous report showed a successful case of industry-university cooperation by applying the academic research method, KANSEI evaluation. However, there were some issues to facilitate the cooperative study, e.g., the labor cost. In this study, we developed the online evaluation system with the goal of reducing the cost and verified the system effectiveness. The online evaluation system was applied to KANSEI evaluation of the renovated esthetic salon. That system could evaluate watching the pictures on the web without visiting esthetic salon. The online evaluation indicated that the score of new salon was improved compared to the old salon and showed a similar tendency to the visiting evaluation. These results suggest that the online KANSEI evaluation using the system could evaluate as well as the visiting evaluation and that the use of the system could be effective to reduce the cost.

    The provisions of partial revisions of the Foreign Exchange and Foreign Trade Act relating to compliance rules for any person who intends to conduct the export of specific kinds of goods have come into force as from April 1, 2010, in which every related corporation including university and research institute has an obligation to construct a management system of export control and the penalty for disobedience of a juridical person to the competent minister's order is also enacted.
    We carried out a questionnaire survey about the progress and issues in development of a security export control management system of national university corporations which are conducting numerous advanced researches in the field of science and technology. As a result, it is revealed that national university corporations which have not yet established an effective export control management system account for 69 percent. In addition, it is revealed that obstacles to an export control management system are the shortage of competent manpower and problems characteristic of universities accompanying acceptance of foreign students, etc. Many respondents brought up the need of the useful references and support system. In the future, it will be critical for the national government and any other public organization to afford universities necessary support for building up of a security export control management system.
