When the monster March 11 tsunami wiped out towns all along the Sanriku coast, thousands of people in Iwate Prefecture lost their lives and their daily work. Since the Great Eastern Japan Earthquake, Iwate University has been developing support people and industry affected by the disaster through government-university-industry collaboration. This paper reviews the post-disaster reconstruction assistance of Iwate University which has been making good use of a human network of Iwate Network System (INS).

Many companies based in Miyagi prefecture suffered enormous damage after the Eastern Japan Great Earthquake of magnitude 9, the most powerful recorded earthquake in Japan, and the following massive tsunami (Eastern Japan Great Earthquake Disaster - Higashi Nihon Dai-shinsai). This paper reports on the recovery and the reconstruction support activities for those companies, conducted by the Industrial Technology Institute, Miyagi Prefectural Government, including the cases of the industry-university-government collaboration.

This is a report of cases of local and medium-sized business owners making use of a human network and rapidly taking action as a means of recovery after the Great East Japan Earthquake. In the `Aomori Association of Small and Medium-sized Business Owners (Aomori-ken Chusho Kigyoka Douyuukai),' attended by owners of small and medium-sized companies, and `Seicho juku,' which is an association for studying personnel management systems to enable the growth of their employees, they successfully delivered what the victims needed on time by systematically collecting and dispatching the information, and distributed a portion of their income to their members so that they could help employees affected by the disaster,. It seems that they could send relief supplies and donations promptly because they had already been working in close cooperation.
Furthermore, an example of the new product `Hokki no Jyan Cup,' which always returns to a standing position after falling down, and which was developed as a prayer for revival is shown. The product was developed with Professor Kazuo Horikirikawa of the Tohoku University School of Engineering in order to donate a portion of the sales of the product to reconstruction.

This paper reviews the support activities to regional companies in Sendai area for earthquake disaster revival by the Sendai Horikirigawa Model. Since the Great East Japan Earthquake, the activities of Sendai Horikirigawa Model increase support menus, Kakekomidera for earthquake disaster revival and Terakoya Sendai Bangaihen, and comprehensively support regional companies.

In this study, I analyzed the data of the patent applications of the invention created at university by applicant type in case of Chiba Institute of Technology. As a result, it is revealed that the applicant type caused the difference of the ratio of group invention and the ratio was larger (significance level 5%) in the case of the applicant of company than in the case of the applicant of university or public agency. Besides, it is revealed that the applicant type also caused the difference of the process after application, and the term from application to examination request was shorter(significance level 0.00005%) and the ratio of the abandonment of examination request was larger(significance level 5%) in the case of the applicant of company. For these matters, though it is the result of 1 university called Chiba Institute of Technology, it is thought that the system for evaluating the technology value and the business value of invention, and based on the evaluation, applying group invention and taking prompt handling in the process after the application, should be built in university so that a university can apply the patent of the invention created at university and transfer it to company.

Change in number of cooperative research between a company and a university was analyzed in order to reveal the present state of Industry-Academia Collaboration in National University.
Large scale universities, such as The University of Tokyo, Kyoto Univ. and Osaka Univ., are located in the high rank, in comparison with the number of the cooperative research. However, middle scale Universities, such as Iwate Univ., Ibaraki Univ., and Shizuoka Univ. and Institutes of Technology are located in the high rank, in comparison with the value that divided the number of the cooperative research by the number of teachers in science and technology field.
The total number of the cooperative research is increasing year after year. On the other hand, the number of the cooperative research between a university and a small and medium-sized enterprise didn't increase in most of national universities. This tendency is remarkable in the universities which are located in North Tohoku, San-in, Shikoku and Kyusyu area. The results suggest that cooperative research between a university and a small and medium-sized enterprise, which is located near the university, are not active in many areas. It is necessary to the universities that the cooperative research with a small and medium-sized enterprise near the university will be promoted more effectively, in order to achieve the innovation in local area.

The number of joint researches between university and industry has increased rapidly since the middle of 1990s. The inventions created in the joint researches have been registered as joint patents. This paper confirms the general notion of the Article 73 of the Patent Law which prescribes the concept of joint patent, and reviews the issues of the patents jointly owned by university and industry. Then, how other countries resolve these issues is examined. Lastly, this paper proposes a guideline for management of the patents in universities and TLOs where joint ownership of patents should be avoided.
